The following clarifications have been issued by the Department of Planning and
Development in response to questions asked regarding the RFP for Design and
Engineering for N Main Street Corridor Improvement (#51609):
• Q: While this is called a Request for Proposals, we noticed that only
qualifications are requested per the Evaluation Criteria beginning on PDF page 28.
Is the City expecting an Understanding and Approach to Scope of Work (or Detailed
Work Plan) to be included in our proposal submittal?
o A: A project understanding and approach to scope should be included with
the proposal. Language has been added to page 28 for clarification.
• Q: Part 3 of the Evaluation Criteria (Qualifications and Relevant Experience)
states that we should include a list of all projects completed by the company in the
last 5 years with references. Our company has completed hundreds of projects
over the last five years. Are we to include a comprehensive list of every project or
would you prefer a sample with details of relevant projects?
o A: Please provide a list of relevant design projects completed within the
last five years. Language is updated on page 29.
• Q: Are we to include project client references for all projects in Section 3 and 4
or just for the reference projects included in section 4?
o A: Yes, please include client references for all projects
• Q: Section 4 (References) states to include references for “major construction
projects completed by the firm.” Do these projects have to be built projects or can
we include projects where the firm completed final design documents?
o A: This language is amended to clarify this is for design projects on page 29.
• Q: The Evaluation Criteria beginning on PDF page 28 does not mention staff
qualifications. Does the City desire the inclusion of information regarding our
project team, our team structure, and individual qualifications for key personnel?
o A: Project team resumes should be submitted with the proposal. The
language has been amended on page 29 to state: “Provide a Statement of
Consultant’s Qualifications, for individuals on the project team as well as
including a list of all relevant design projects completed by the company in the
last 5 years, with references.”
• Q: Can you confirm the project limits?
o A: The scope of the project will consider the North Main Street corridor from
Smith Street to Hillside Avenue.
• Q: It appears the schedule on page 9 has not changed? Will there be an updated
schedule?
o A: The schedule beginning on page 9 is being amended to the following:

• Q: Is this project open to firms based outside of Rhode Island?
o A: Yes, provided the firm can list a contact located within Rhode Island as
requested on page 4, Form 1 Proposers Blank.
• Q: Have there been any other firms involved in the prior planning studies, and if
so are they precluded from participating in this RFP?
o A: Principle Group was the lead on creation of the North Main Street
Corridor Study. They are not precluded from submitting a proposal for this
project.
• Q: Does the project have a M/WBE preferential consideration in the bid
selection?
o A: No, there is no M/W/D BE goal associated with this project.
• Q: Can you confirm all of the final design stages you’re looking for for this
project?
o A: Final design services will begin upon acceptance of 30% plans. A 60%
design submission is requested to provide an opportunity to incorporate
adjustment based on permit approvals prior to moving into final PS&E
submission phase.
• Q: Is there an approximate acreage for the area designated as Randall Park, and
is there a predetermined program for that space?
o A: The park space is roughly 4 acres. There is no predetermined program for
that space.
• Q: Is there anyone from RIDOT included on the selection committee?
o A: No, RIDOT does not have a representative on the selection committee.
The City will submit evaluations and award recommendation to RIDOT for
approval prior to awarding a contract for this project.

Responses may be submitted up to 2:15 P.M. on the above meeting date at the Department of the City Clerk. Room
311, City Hall. 25 Dorrance Street, Providence. At 2:15 P.M. all responses will be publicly opened and read at the
Board of Contract Meeting in Conference Room 305, on the 3rd floor of City Hall.
• Vendors must submit 2 copies of their response in sealed envelopes or packages labeled with the captioned
Item Description and the City Department to which the solicitation is related and must include the
company name and address on the envelope as well. (On page 1).
• Communications to the Board of Contract and Supply that are not competitive sealed proposals (i.e. product
information/samples) should have “NOT A PROPOSALS” written on the envelope or wrapper.
• Only use form versions and templates included in this solicitation. If you have an old version of a form do not
recycle it for use in this request.
