Design, Engineering and Construction Administration Consultant Services for Vermilion Provincial Park Lift Station Replacement and Regional Sewer Connection

The work to be accomplished under this project includes the following deliverables, and all activities necessary for the delivery and implementation of the project to reach final completion.

.1 Concept Design, Assessment and Analysis to prepare and present a comprehensive report detailing findings as well as options, including:
.1 Costing summaries,
.2 Basic concept sketches,
.3 Recommendations for refurbishment and demolition,
.4 Future infrastructure considerations,
.5 Implementation strategy, and,
.6 Solutions that cost-effectively align with the needs of Alberta Parks while meeting applicable codes and standards.

.2 Detailed Design and Specifications:
.1 Prepare progressive review sets of drawings and specifications as well as cost estimates, along with a finalized stamped “Issued for Tender” and “Issued for Construction” drawing packages for:
.1 Lift station refurbishment including, electrical, mechanical, telecommunications, water and wastewater connections.
.2 Wastewater connections into the existing sanitary line for two (2) buildings.
.3 Demolition, abatement and restoration of two (2) wastewater systems, after installation and completion of the connections into the existing sanitary line.

.2 The Consultant to have third party authorization with gas, electrical, and telecommunications to ensure compliance and provide coordination of the upgrades and connections required to meet the selected option by the owner.

.3 Tender Period
.1 “Issued for Tender” and “Issued for Construction” drawing packages are to be tendered altogether for one (1) prime contractor and staged accordingly to not impact park visitation.

.4 Construction to Substantial Completion
.1 Upon construction contract award, the Consultant will commence construction administration services during the construction period.
.2 Construction to be staged over two (2) fiscal years:
.1 Fiscal 2026 – 2027: Lift station refurbishment, and,
.2 Fiscal 2027 – 2028: Wastewater connections into the existing sanitary line for two (2) buildings along with the demolition, abatement and restoration of two (2) wastewater systems.
.3 The Consultant is expected to conduct in-person bi-weekly progress meetings along with all additional site reviews as required during the active construction phase.

.6 Project Close-out, Record Drawings, and Warranty Period
