Summary

The District of Columbia (the “District”) Department of General Services (the “Department” or “DGS”) is issuing this Request for Proposals (“RFP”) to solicit design-build proposals (“Proposal(s)”) from offerors (“Offeror(s)”) interested in serving as the design-builder (the “Design-Builder” or the “Contractor”) for the modernization of Emery Heights Recreation Center located at 5701 Georgia Avenue NW, Washington, DC 20011 (the “Project”).

Background

The Design-Builder shall design and construct the Emery Heights Recreation Center to meet the growing needs of the community and population. The Design-Builder shall also provide enhancements to the existing exterior amenities and enhance security around the Emery Heights Recreation Center’s property. The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement”) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3. The Project includes full design and construction services for an extensive renovation of an approximately 28,000 square foot recreation facility, as well as exterior grounds and amenities, at Emery Heights Recreation Center.

The improvements shall be designed for people of all ages and abilities, including accessible recreation spaces for seniors, an enlarged exercise room, and indoor play spaces for toddlers. In addition, the bathrooms shall be remodeled, and in some cases reconfigured to make more efficient use of the indoor space for other activities. Additionally, the adjacent Emery Heights Park and wooded areas are a part of this project. The Design-Builder shall provide design and construction for amenities in the park, including but not limited to a walking trail with fitness equipment, seating, drinking fountains, and picnic tables. The Design-Builder shall provide a complete renovation of the existing playground, basketball courts, parking area, and outdoor amenities to comply with the Americans with Disabilities Act (“ADA”)
