DESIGN-BUILD SERVICES FOR VETERANS MEMORIAL PARK FACILITY
The City of Pensacola is soliciting proposals from qualified and experienced design-build
teams for the design and construction of a permanent, single-story facility at Veterans
Memorial Park. The proposed structure will include ADA-accessible public restrooms, an
educational and archival exhibit area, and secure storage space. The project is funded in

Sealed Proposals with one signed original and five (5) additional copies, plus one
(1) complete and identical electronic copy on flash drive, must be received no later
than October 30, 2025, 2:30 P.M., Central time, at the following location.

The OUTER PACKAGING of the sealed submittal shall identify the respondent, the bid
title, and the bid number (whether hand-delivered, mailed, or via UPS/FedEx or other
courier service). Submittals received after the closing time will not be accepted. Multiple
submittals from the same entity will not be accepted. After the submittal deadline those
submittals received will be opened and publicly acknowledged. Interested parties may
attend.
Alternatively, electronic responses may be submitted to Demandstar or Central Bidding.
Both sites require registration and varying fees for notifications and document downloads.
NOTE: If submitting an electronic response and if a bid/proposal bond is required:
An insurance company’s executed bond may be included with the electronic
submittal.
OR a certified check/cashier's check must be delivered to the address above.
Those submittals received will be opened and publicly acknowledged the following
business day (October 31, 2025, 10:00 A.M., Central time) via Microsoft Teams at the

Documentation associated with this RFP, if not attached, may be obtained from the City
of Pensacola website, www.cityofpensacola.com/bids.aspx. Any addendum issued will
be posted to the City’s website. Respondents are responsible for obtaining
addenda and are advised to check the website frequently.
In order to review the project requirements, a mandatory pre-proposal meeting will be
held on October 14, 2025 at 10:00 A.M., Central time, via Microsoft Teams at the

Proposers shall submit a certified check or proposal bond, payable to the City of
Pensacola in the amount of five percent (5%) of proposal cost for a period of sixty (60)

BACKGROUND AND PURPOSE
To The City of Pensacola is undertaking the Veterans Memorial Park Project, which
involves the design and construction of a new permanent facility. This project is a critical
initiative to enhance the park's amenities for the community. The total budget for this
project, including design and construction, is not to exceed $584,476.42. The purpose
of this Request for Proposals (RFP) is to solicit proposals from highly experienced firms
to provide integrated design-build services. The selected firm will be responsible for
developing the complete design plans (blueprints) for the facility and then constructing it,
ensuring adherence to the committed price and design specifications. The City seeks a
partner with proven expertise in both architectural/engineering design and facility
construction projects, a strong commitment to quality control, and exceptional
communication skills to ensure the project's successful and harmonious completion.
PROJECT OVERVIEW
This project involves the design and construction of a permanent, single-story, 1,750
square foot facility at Veterans Memorial Park that will house restrooms, an
education/archival center, and a storage area. The facility must be American with
Disabilities Act (ADA) accessible. The total budget for this project, including design,
permitting, and construction, is not to exceed $584,476.42. Key aspects of the project
include:
Comprehensive architectural and engineering design development for the 1,750
square foot facility in full compliance with the latest edition of the Florida Building
Code.
Construction of the 1,750 square foot facility in accordance with approved design
plans.
Inclusion of a male and female restroom, each with 3 stalls.
Coordination with existing park infrastructure and utilities during construction.
Ensuring ADA compliance with the new facility.
The selected firm will be responsible for all aspects of design, permitting,
and construction to deliver the completed facility within the proposed
budget and schedule.
SCOPE OF SERVICES
The selected firm shall be responsible for providing comprehensive Design-Build services
for the Veterans Memorial Park Restroom and Educational Center Project, in accordance
with the Florida Department of Commerce Agreement No. HL251. The building location
and conceptual renderings are shown in Exhibit A below. This location formerly housed a

trailer-mounted restroom facility with full water, sewer, and electric hookups. The scope
of services shall include, but not be limited to, the following:
1. Design Development and Permitting:
Develop and complete comprehensive design plans (blueprints) for a 1,750 square
foot, single-story, ADA-accessible facility including public restrooms, an
educational/archival space, and a storage area.
Ensure all designs comply with the Florida Building Code, applicable federal and
state codes, ADA requirements, and local ordinances.
Ensure all designs comply with the latest FEMA flood zone requirements and/or
incorporate permittable flood proofing measures
Ensure all designs incorporate known in-situ soils and result in a structurally sound
facility and robust foundation design by a licensed structural engineer. To properly
design this facility, the designer is required to review and apply the geotechnical
report included in this document as Exhibit B below.
Ensure the design aligns with the project budget not to exceed $584,476.42.
Submit preliminary design documents to the City of Pensacola for review and
comment prior to finalization.
Obtain all necessary permits and approvals for the design and construction of the
facility.
Submit final design plans to the FDEP Agreement Manager prior to submission of
the final invoice package.
Design Proposal and Pricing Commitment
o As part of this RFP, respondents shall submit a design narrative for the
proposed 1,750 square foot facility. The concept should address general
layout, accessibility, and functional integration of the required building
components: public restrooms, educational/archive center, and storage
area. The design must demonstrate how these programmatic requirements
will be met in compliance with the project’s intended purpose and funding
commitments.
o Proposers shall also include a budget breakdown by major components
(e.g., design services, site work, foundation, structure, finishes, MEP
systems), along with a guaranteed maximum price (GMP) for the complete
design-build delivery.
o Final designs must remain aligned with the intent and requirements of the
Veterans Memorial Park improvement project and Florida Department of
Commerce Grant Agreement HL251. Reductions in program scope, such
as elimination of core components or downsizing below functional
expectations, will not be accepted as a means to reduce cost.
2. Construction Services:
Secure any/all necessary permits.
Demolish and remove any existing at-grade or below-grade infrastructure or
obstacles that would hinder construction.

Construct the 1,750 square foot facility in accordance with the approved final
design plans and specifications.
Ensure the facility is fully ADA compliant upon completion.
Perform all necessary site preparation, foundation work, structural construction,
utility rough-ins, and interior and exterior finishes.
Coordinate construction activities with existing park infrastructure and utilities to
minimize disruption and ensure proper integration.
Manage all subcontractors, suppliers, and construction activities throughout the
project duration.
Adhere to the committed construction price as proposed in the firm’s submittal.
Ensure the new facilities’ functionality and connectivity to the existing water, sewer,
and power services and/or install new utilities as needed.
Coordinate with City departments as needed, including Parks and Recreation,
Engineering, and ADA compliance staff
Return all surrounding property to its pre-construction condition.
As the remainder of this park will be open to the public for the duration of this
project, contractor shall ensure full site safety and security by utilization of
temporary fencing to restrict unauthorized access to the site during construction.
Contractor shall coordinate with the City Arborist for trimming, removal or
relocation of any trees, bushes, or related vegetation, and restoration of the site
landscaping to its pre-construction condition
It is the sole responsibility of the selected proposer to complete all work in
compliance with the final design plans approved by the City and to ensure that the
total cost of design and construction does not exceed the established project
budget.
3. Unanticipated Discoveries (during construction):
If unanticipated archaeological findings or human remains are encountered during
ground-disturbing activities, the contractor shall immediately cease all activity in
the vicinity of the discovery, notify the City of Pensacola, and follow all appropriate
state and local protocols for such discoveries.
4. Project Schedule and Budget Management:
Develop and adhere to a detailed project schedule covering both the design,
permitting, and construction phases.
Monitor and manage project costs to ensure final delivery within the total budget
not to exceed $584,476.42.
Provide regular progress updates and coordinate with City staff to maintain
transparency and fiscal accountability.
5. Quality Assurance, Inspections, and Code Compliance
Ensure that all construction activities meet applicable quality standards and comply
with local, state, and federal building codes.
Support all required testing and inspections, including any third-party inspections
as directed by the City.
