INTENT AND GENERAL INFORMATION
Wakulla County ("County"), Florida through Requests for Qualifications No. 2026-02, is soliciting
proposals from qualified firms registered to do business in the State of Florida the provision of
Design Build Services for a manufacturing facility, herein referred to as "the Services".
INTRODUCTION AND PROJECT DESCRIPTION
This Request for Qualifications ("RFQ") is issued to provide the selection process for Design/Build
services for a manufacturing facility located at Opportunity Park in Wakulla County. Firms
submitting a response to the RFQ will be asked at a minimum to state their
understanding/experience to the project and offer their methodology for meeting the criteria
noted in this RFQ. The shortlisted finalists will then be requested to participate in an oral
presentation.
Background
The County has received funding from Triumph Gulf Coast and FloridaCommerce to construct a
manufacturing facility in the County's industrial park, Opportunity Park (the "Project" or the
"Work"). The Project will consist of a one-hundred thousand square foot manufacturing space
and an eighteen-thousand square foot office space, and is more particularly described in the
Design Criteria Package. The Design Criteria Package was prepared by Akel Logan Shafer of
Jacksonville, Florida ("Design Consultant"), and consists of the following information.
* Civil Engineering
* Conceptual Design
* Environmental Clearance
* Complete Topographic and Property Survey of the Project Site
* Existing Utility Research and Survey
The Design Criteria Package is located on Wakulla County's Procurement website under RFQ
2026-02 Design Build Services for a Manufacturing Facility.
The County is seeking a qualified Firm or combination of Firms certified to engage in contracting
under 489.119, Florida Statutes, or to practice engineering, architecture, or landscape
architecture under 471.023, 481.219, or 481.319, Florida Statutes, ("DESIGN BUILDER") to
complete the following elements of the Project, as further described in the Scope of Work
included in Section 3.0 hereof:
* Completion Phase 1 - Preconstruction Services, including preparation of design
plans (30%, 60%, 90%).
* Development of a Guaranteed Maximum Price ("GMP") for completion of Phase
2 - Final Construction Document Submittals, Permitting and Construction
Services, for consideration by the County.
* Contingent upon the County's approval of the GMP and issuance of a notice to
proceed, complete construction of the Project.

BUDGET
The current approximate overall project budget is $21.5 million dollars. The design/build
construction value is To Be Determined.
Details on the submission of the Cost Proposal are outlined in detail in the document labeled
RFQ 2026-02 Instructions to Proposers. Fees for Phase 1 - Preconstruction Services will be
submitted as part of this RFQ and will be part of the evaluation criteria. Fees for Phase 2 -
Construction services will be developed and negotiated at the end of Phase 1, culminating in
the development of a Guaranteed Maximum Price ("GMP").
Firms interested in preparing a response to this RFQ must complete the requirements set forth
in this RFQ, its attached forms, documents, and certifications, and documents incorporated by
reference (collectively referred to as the "RFQ"). The conditions set forth herein are binding on
the Proposer as confirmed by the signature of a person with legal authority to bind the Proposer
on the cover letter transmitting its Proposal to the County in response to this RFQ.
If this RFQ is amended, the County Procurement Office will issue an appropriate addendum to
the RFQ. If an addendum is issued, all terms and conditions of this RFQ that are not specifically
modified in the addendum shall remain unchanged. An addendum to this RFQ will be issued if
any of the dates and/or times change. Specific dates/times will be determined at each phase.
It is understood and the Proposer hereby agrees to be solely responsible for obtaining all
materials and determining the best methods that will be utilized to meet the intent of the
specifications of this RFQ. Failure by the Proposer to acquaint themselves with the available
information will not relieve them from responsibility for estimating properly the difficulty or cost
of successfully performing the Work. Proposers are expected to examine the specifications and
all instructions pertaining to the required commodities/services. Failure to do so will be at
Proposer's own risk.
The County reserves the right to reject any Proposal found to be non-responsive, vague, or non-
conforming. The County also reserves the right at any time to withdraw all or part of this RFQ in
order to protect its best interests. The County is not liable for any costs incurred by the Proposer
in preparing its response, nor is a response an offer to contract with any Proposer. Pursuant to
Chapter 119, Florida Statutes (FS), all responses are subject to Florida's public records laws.
While every effort is made to ensure the accuracy and completeness of information in the RFQ,
it is recognized that the information may not be complete in every detail and that all work may
not be expressly mentioned in the RFQ. It is the responsibility of the Proposer to include in its
Proposal all pertinent information in accordance with the objectives of the RFQ.
Proposers interested in the Work are instructed to submit one (1) original hard copy, five (5)
copies of the original and one (1) electronic copy (non-returnable USB flash drive) of its
complete Proposal in accordance with this RFQ, no later than March 20, 2026 @ 3:00 P.M., unless

otherwise changed through an addendum to this RFQ, to the Procurement Office at 3093
Crawfordville Highway, Crawfordville, FL 32327. (Microsoft Word versions of all proposal
documents can be requested from the Procurement Office.) Proposals received after this date
and time will not be considered and shall be returned unopened.

Questions and responses will be posted on the County's Website and, if necessary, an
Addendum(s) will be issued.
SECTION 2.0 CONE OF SILENCE
2.1 A Cone of Silence will be in effect for this RFQ beginning with the advertisement date of
February 19, 2026.
2.2 The prospective Proposer shall not have any communication with any County officers,
agents, or employees regarding this RFQ or project. No interpretation of the meaning of
the plans, specifications or RFQ shall be made to a Proposer orally. Any such oral or other
interpretations or clarifications shall be without legal effect.
2.3 All requests for interpretations or clarifications shall be in writing, addressed to the
contact person as shown in Section 1.0, Schedule of Events. All such request for
interpretations or clarifications must be received in writing in accordance with Section
1.0, Schedule of Events. Any and all such interpretations and supplemental instructions
shall be in the form of a written addendum which, if issued, shall be posted on the
County's website on the date indicated in Section 1.0, Schedule of Events. Such written
addenda shall be binding on the Proposer and shall become a part of the RFQ
Document(s)
SECTION 3.0 SCOPE OF SERVICES (SOS) / SCOPE OF WORK (SOW)
3.1 SCOPE OF SERVICES
The Scope of Services consists of Phase 1 - Pre-Construction Services and Phase 2 - Final Design
/ Permitting and Construction Services.
3.1.1 PHASE 1 - PRE-CONSTRUCTION SERVICES (DESIGN AND DEVELOPMENT OF GMP)
The DESIGN BUILDER shall perform Pre-Construction Services that shall include but not be limited
to the following:
1) Schedule, attend and manage all necessary design work sessions with the Owner and Design
Consultant and gather and distribute information on the Project as required.
2) In conjunction with the Owner and Design Consultant, immediately identify the Project
requirements and prepare a comprehensive construction budget. DESIGN BUILDER to identify all
project related construction costs including (but not limited to) building and site construction,
infrastructure improvement costs (on-site and off-site), construction within right- of-way,
permitting and other such costs that may be of consequence to Owner.
3) Develop and continue to refine a comprehensive Project Schedule. Identify, set decision dates,
and make recommendations to the Owner and the Design Consultant on procurement of long-

lead delivery items. Update and monitor the Project Schedule with the Owner and the Design
Consultant regularly to identify deviations and changes.
4) Provide value engineering and life-cycle costing for all materials, equipment and systems
mutually agreed upon to determine the best possible value to the Owner. Conduct formal value
engineering work sessions with the Owner and the Design Consultant, and recommend design
detail, system and assembly alternatives.
5) Prepare and monitor estimates of the construction cost during each of the design phases based
on detailed quantity surveys of the Drawings and Specifications. Advise the Owner and the Design
Consultant if it appears that the construction budget will not be met and make recommendations
for corrective action. Prepare and update with each cost estimate a reconciliation report
comparing the previous cost estimate, the current cost estimate, and the approved budget.
Provide a narrative of the changes made from the previous versions and accompanied with an
updated construction billing and cash flow forecast. Provide this service at each of the following
design milestones: Schematic Design Package (30%), Design Development (60%), and 90%
Design. In addition to providing periodic estimates, it is expected that DESIGN BUILDER will work
cooperatively with Owner and the Design Consultant to provide intra-phase pricing evaluations
of building systems, assemblies, and component options to facilitate timely design-related
decision-making as required by the Owner and the Design Consultant.
6) Provide comprehensive design services for the Project, including preparation of a Schematic
Design Package (30%), Design Development (60%), and 90% Design.
7)Recommend alternate solutions whenever design details affect budget, schedule,
constructability, and consistency with local and traditional trade practice.
8) Advise the Owner and the Design Consultant of possible impediments to the construction of
the Project.
9) Prepare a detailed approach to phasing of the work, mobilization, logistics, quality control and
safety of the public for review by the Owner and the Design Consultant.
10) Upon completion of the 90% Design Plans, DESIGN BUILDER shall prepare and submit a final
Guaranteed Maximum Price (GMP) Proposal for the Owner's optional acceptance reflecting the
entire cost, scope of work and quality intent of the Project before any construction funds are
committed. The GMP Proposal shall be supplemented with a clearly defined and detailed
breakdown of costs for the entire Project and shall be developed on an "open book" basis, as
further described in the Contract.
11) Identify and submit proposals for long lead items for potential direct purchase by the Owner.
12) Perform such other Phase 1 Work as defined in the Agreement.

Milestones for Phase 1
30% design is due to the County no later than May 4, 2026
60% design AND a preliminary GMP is due to the County no later than June 2, 2026
90% design AND the GMP IS DUE TO THE COUNTY NO LATER THAN JULY 2, 2026
3.1.2 PHASE 2 - CONSTRUCTION SERVICES
Phase 2 - Construction Services shall commence upon the County's acceptance and approval of
the GMP and issuance of a notice to proceed, which shall be in the County's sole discretion, as
further provided in the Contract.
Upon the County's approval of the GMP and issuance of a notice to proceed, DESIGN BUILDER
shall perform Construction Services that include but are not limited to the following:
1)The DESIGN BUILDER shall develop the final 100% design construction documents.
2) The DESIGN BUILDER shall determine all agencies (including any granting agencies providing
funding for the Project) who have jurisdiction over the Project, and any and all permitting and/or
approval requirements those agencies shall have for accomplishing the Project. Unless otherwise
agreed to by the County and DESIGN BUILDER, the DESIGN BUILDER shall be responsible for
ensuring compliance with all said permitting and/or approval requirements, including all
submittals, documentation, agency fees, and reviews by each agency, as applicable. The DESIGN
BUILDER shall meet and cooperate with officials of the permitting agencies as needed to expedite
the approval process. The DESIGN BUILDER'S responsibility extends throughout the entire design
and construction of the Project, up to and including final approvals and completion. The DESIGN
BUILDER shall keep the County fully informed of status of any and all such outside agency permits
and applications for approvals required at all times.
3) The DESIGN BUILDER shall provide all materials, equipment, and labor necessary to construct
the Project in accordance with the final 100% design construction documents prepared by the
Design Builder. The work shall include but not be limited to the following: new construction; all
trades associated with site work; construction and installation of all infrastructure and equipment
for connection to electric power, water, sewer, telecommunications and other utilities; grading;
concrete work; roofing; facility construction/assembly, electrical, fire protection systems; and all
other construction and installation work necessary for the proper construction of the
manufacturing facility. The DESIGN BUILDER will perform the work according to the construction
documents and specifications within the scheduled time frame agreed to with the Owner.
4) Installation of any fixtures and equipment depicted in the construction documents, unless
otherwise agreed upon by the County and DESIGN BUILDER.
5) Coordinate all required testing, reviews, and inspections.

6) Provide construction administration and maintain all project records.
7) Coordinate and attend progress meetings with Owner and Design Consultant.
8) Following completion of construction and final approvals, the DESIGN BUILDER shall verify and
graphically document the record ("as-built") condition of all improvements that comprise the
Project. Upon construction completion, the DESIGN BUILDER shall submit to the County a
complete physical copy of all "as-built" drawings in addition to electronic copies on a flash drive
or other electronic means acceptable to the County.
9) Work with the Owner and Design Consultant to track project related information including but
not limited to RFI's, ASI's, Submittals, Punch List, Warranty Items, O&M Manuals.
10) Provide payment and performance bonds and insurance coverages as described in the
Agreement.
11) Perform such other Phase 2 Work as defined in the Agreement.
Pursuant to Section 255.0993, Florida Statutes, unless waived by the County, any iron or steel
product permanently incorporated into the Project must be produced in the United States. All
Proposers are hereby on notice of this requirement. The following are exempt from this
requirement: (i) small amounts of foreign steel and iron that are incidental or ancillary to the
primary product, are not separately identified in the project specifications, and the cost of which
does not exceed 1/10th of the total contract cost or $2,500, whichever is greater; and (ii)
electrical components, equipment, systems, and appurtenances, including supports, covers,
shielding, and other appurtenances related to an electrical system, necessary for operation or
concealment, except transmission and distribution poles.
The County, at its sole discretion, may determine that the requirements of Section 255.0993,
Florida Statutes, do not apply if the County determines that the use of iron or steel products
produced in the United States will increase the total cost of the project by more than 20 percent.
In order to evaluate the availability of this exemption, the County will require the DESIGN
BUILDER to prepare two GMP proposals, one in which all iron and steel product permanently
incorporated into the Project is produced in the United States and a second alternate proposal
in which all iron or steel product permanently incorporated into the Project may be produced
anywhere.
SECTION 4.0 PROPOSAL RESPONSE REQUIREMENTS
4.1 Overview
4.1.1 The County has established certain mandatory requirements that must be included as
part of any Proposal. The use of the terms "shall," "must," or "will" (except to indicate
simple futurity) in this RFQ indicates a mandatory requirement or condition. The words
"should" or "may" in this RFQ indicate desirable attributes or conditions, but are

permissive in nature. Deviation from, or omission of, such a desirable feature will not by
itself cause rejection of a Proposal.
4.1.2 Proposals not meeting all material requirements of this request or which fail to provide
all required information, documents, or materials such as request forms, bonds, etc., will
be rejected as non-responsive. Material requirements of the Proposal are those set forth
as mandatory, or without which an adequate analysis and comparison of replies is
impossible, or those which affect the competitiveness of replies or the cost to the County.
A Proposer whose Proposal, past performance, or current status that does not reflect the
capability, integrity or reliability to perform fully and in good faith the requirements of
the Contract may be rejected as non-responsible in accordance with Sec. 2.255(c) of the
Wakulla County Code of Ordinances.
4.1.3 The County reserves the right to determine which Proposals meet the material
requirements of the RFQ and which Proposals are responsible and/or responsive.
Further, the Board of County Commissioners may reject any and all Proposals and seek
new Proposals when it is in the best interest of the County to do so.
4.1.4 A Proposal by a corporation shall be executed in the corporate name by the president or
a vice-president or other corporate officer accompanied by evidence of authority to sign.
The corporate seal shall be affixed and attested by the secretary or an assistant secretary.
The corporate address and state of incorporation shall be provided on the Proposal Form,
for a Proposal by a/an:
a. Partnership shall be executed in the partnership name and signed by a partner (whose
title must appear under the signature), accompanied by evidence of authority to sign.
The official address of the partnership shall be provided on the Proposal Form.
b. Limited liability company shall be executed in the name of the firm by a member and
accompanied by evidence of authority to sign. The state of formation of the firm and
the official address of the firm shall be shown.
c. Individual shall show the Proposer's name and business address.
d. Proposal by a joint venture shall be executed by each joint venture member in the
manner indicated on the Proposal form. The official address of the joint venture must
be provided on the Proposal Form.
4.1.5 All names shall be printed in ink below the signatures.
4.1.6 The Proposal shall contain an acknowledgment of receipt of all Addenda, the numbers
and dates of which shall be filled in on the Proposal form.
