This addendum is being posted to:
• Provide the County’s response to proposers’ questions.
• Note the addition of Triumph Gulf Coast Inc. specific indemnification language. The
following language will be ADDED to County’s Indemnification language located in Form
RFQ 2026-02 Design Build Services for a Manufacturing Facility

4 in the Proposal Forms document, Article 11 of the Design Build Agreement and Article
7 of the General Terms and Conditions documents.
“The contractors/subcontractor/consultant/subconsultant shall indemnify,
and hold harmless Triumph Gulf Coast, Inc., a Florida not-for-profit
corporation, Grantee, a public body corporate, and all of its officers, directors,
agents and employees from all liabilities, damages, losses, costs, including but
not limited to, attorney’s fees and to the extent caused by the negligence,
recklessness, or intentionally wrongful conduct of the
contractor/subcontractor/consultant/subconsultant and other persons they
employ or utilize.”

Proposer Submitted Questions and County Responses
1. The RFQ instructions indicate that Forms 1, 2, and 3 are to be included within Tabs 1,
2, and 3 respectively. However, Tab 7 also appears to reference inclusion of Forms 1,
2, and 3. Could you please confirm whether the Owner intends for Forms 1, 2, and 3
to be included only within Tabs 1–3, or if they should also be duplicated within Tab 7?
R1.Forms 1-3 are to be included in Tabs 1, 2 and 3 respectively. Tab 7 will include
Forms 4 through 17.
2. Can you please confirm that design fees should be included in the Preconstruction
Cost Proposal?
R2. Yes, the design fees should be included in the preconstruction cost proposal.
3. Will the Owner be providing a standardized form or specific format for submission of
the Preconstruction Cost Proposal, or should respondents submit the proposal in
their own format?
R3. The County does not have a specific format for preconstruction cost proposal.
4. The RFQ indicates that Tab 2 is limited to three (3) front-and-back pages; however, it
also states that additional pages may be added as necessary to fully complete Form
2. Could you please clarify whether Form 2 counts toward the three (3) front-and-
back page limit for Tab 2, or if the page limit applies only to the Executive Summary
portion, with Form 2 permitted as additional pages beyond the stated limit? We want
to ensure that our response complies fully with the submittal requirements and avoid
inadvertently exceeding the page limitations.
R4.There are two items in Tab 2. The Executive Summary which shall be limited to 3
pages front and back and Form 2. If more response room is needed for Form 2,
please feel free to add additional pages to Form 2.
5. Is the firm that created the design criteria design documents going to release the
design for use by a new firm?
R5.The design criteria package that was created for this Design Build procurement
is available on Wakulla County’s website under RFQ 2026-02 Design Build Services.
6. If so will they provide CAD files?
R6.Yes the CAD files will be available to the awarded contractor/firm.
7. What is the expected design/build structure for contract purposes that is expected of
a successful bid? (IE contractor lead - designers under contractor, etc)?

R7.The County expects to contract with one contractor who within their proposal
will have secured a design/engineering firm to complete the design of the facility.
8. One contract, or multiple contracts acceptable?
R8. One contract.
9. The timeline does not appear to have much room for adjustments if better options
are available, if cost saving measures could be introduced, can there be some
flexibility for implementation?
R9. The County will have some but limited flexibility due to the grant agreement
timelines.
10. Can the project have a project lead for design, that then changes for construction
phase?
R10. The County anticipates awarding one contract to the top ranked proposer that
would encompass the design and construction of the facility.
11. What is the grading criteria for submittals?
R11. Please refer to pages 14 and 15 of the Intent and General document for the
grading criteria.
12. What is the grading criteria for the presentation?
R12. The assigned evaluation committee will use the same grading criteria for the
oral presentation.
13. Are all applicants to provide a presentation or will there be a short list from submittal
packages?
R13. The County will determine if there will be a short list based on the number of
proposals received and the subsequent ranking of the proposals. All the proposers
who are shortlisted will be required to give an oral presentation.
14. If there is a short list how many will be on it?
R14. The number of proposers on the short list will be based on number of responses
and the ranking of those responses.
15. Are there expectations for interior design?

R15. The criteria includes interior finishes, built-in casework, and other built-in
components identified in the criteria documents. Moveable furniture, fixtures, and
equipment not identified in the criteria documents are not included.
16. Are there expectations for FF&E?
R16. The criteria includes interior finishes, built-in casework, and other built-in
components identified in the criteria documents. Moveable furniture, fixtures, and
equipment not identified in the criteria documents are not included.
17. Tab 3 & Tab 5 limit refences and projects of a similar nature to the past (5)
years. Would the County consider extending the time frame for references and
similar projects to the past ten (10) years?
R17. The County is interested in seeing similar work done within the past five (5)
years. If the proposer submits something outside of that time frame it could impact
the scoring.
18. Has a programming phase for the facility related to the manufacturing process been
completed? If not, is this process to be included in the Design-Builder’s scope of
work?
R18. Programming for the manufacturing process has not been completed. At the
time the criteria documents were prepared, it was our understanding that, with the
exception of the large pieces of equipment that require fixed utility connections
identified in the criteria documents, Point Blank Enterprises will program, lay out,
and install all equipment within the manufacturing area.
19. Is the scope of work limited to the base building and shell including office area tenant
improvements?
R19. The scope of work consists of the work depicted in the criteria documents. This
work is generally described as but not necessarily limited to the building structure,
interior finishes, built-in items shown, and site improvements.
20. Will the Design-Builder be responsible for the programming, layout, design, and
installation of the systems required to accommodate the manufacturing process?
R20. At the time the criteria documents were prepared, it was our understanding
that the items referenced in the question will be done by Point Blank Enterprises.
21. There are civil engineers and architects tied to the RFQ. Are these entities eligible to
participate in the RFQ?
