MUNICIPAL ADMINISTRATOR'S OFFICE
CITY OF BOWLING GREEN
Request for Qualifications
Design-Build Services
Bowling Green Regional Public Safety Training Center
Project Description
The City of Bowling Green requests Statements of Qualifications from experienced Design-Build firms for the
design and construction of the new Bowling Green Regional Public Safety Training Center at 1001 Tarragon
Drive, Bowling Green, Ohio.
The completed facility will support regional law-enforcement education, training, and related operational
needs. The selected Design-Builder will work collaboratively with the City to verify the program, refine the
project requirements, develop the design, establish and maintain project cost and schedule, competitively
procure subcontracted work, and construct a complete, code-compliant facility ready for occupancy and use.
The City anticipates that the project will require a coordinated team capable of addressing architectural, civil,
structural, mechanical, electrical, plumbing, fire protection, technology, communications, security, site
development, utilities, accessibility, permitting, testing, commissioning, and other disciplines and services
necessary for a complete project.
Project Narrative
The City of Bowling Green is seeking professional architectural and engineering services to plan and design a
new law enforcement training center. The proposed facility is anticipated to contain approximately 8,000-
10,000 gross square feet and will be constructed on City-owned property. The facility will be owned and
operated by the City of Bowling Green, with Bowling Green State University (BGSU) serving as a project
partner. It is intended to support the training needs of the Bowling Green Police Division, the BGSU Police
Department, and other area law enforcement agencies as scheduling and capacity permit.
The facility's primary component will be a 6- to 10-lane indoor firearms range extending to 25 yards. The range
will accommodate both pistol and 5.56 mm rifle training, with an anticipated use of approximately 50,000 to
60,000 rounds annually, divided approximately equally between pistol and long-gun ammunition. The range
should provide both a fixed firing line/rail and move-and-shoot capability. It must also accommodate action
targets and large training props, including vehicles. The area behind the firing line should include a deepened
staging and demonstration area and a stainless-steel counter for equipment staging, minor repairs, and
ammunition loading. The design phase may also include target-retrieval systems.
Additional program elements include an approximately 1,400-square-foot classroom and training area that
can seat 25 to 30 participants at lecture-style tables and chairs. The classroom should include appropriate
audiovisual and instructional technology, as well as a serving counter or kitchenette along the back wall. The
facility is also anticipated to include a 300-square-foot entry vestibule and lobby, separate men's and women's
restrooms totaling approximately 380 square feet, a 450-square-foot storage room for action targets and
training props, and a 150-square-foot sound-control vestibule at the range entrance. The final design should

incorporate appropriate circulation, mechanical, electrical, ventilation, filtration, acoustic, safety, and building-
support spaces.
The site should include parking for approximately 25 vehicles and provide safe, secure, and efficient access to
the building. The facility does not require an armory, virtual-reality training area, or live-fire shoot house. Final
building size, configuration, systems, and site improvements will be developed in consultation with the City
and its project partners. The selected design team will be expected to assist with programming, site planning,
cost estimating, regulatory compliance, and designing a safe, durable, energy-efficient, and fiscally responsible
facility that supports the City's long-term law enforcement training needs.
Project Delivery Method
The project will be delivered using the Design-Build method. The City intends to use a two-step selection
process consisting of this qualifications phase followed by a Request for Proposal (RFP) to the short-listed
Design-Build firms. The RFP phase will use a best-value process combining technical qualifications, project
approach, and pricing in accordance with the final solicitation documents and applicable Ohio law.
The Design-Builder will be responsible for its Architect/Engineer of Record, consultants, subcontractors,
suppliers, and other project participants, and will provide complete professional design and at-risk
construction services for the project.
Scope of Design-Build Services
The selected Design-Builder will provide the services necessary to fully design, permit, construct, test,
commission, close out, and deliver the project. Services are anticipated to include, but are not limited to:
* Program verification and confirmation of the City's functional, operational, security, training, durability,
maintainability, and performance requirements.
* Site and existing-condition due diligence, including surveys, geotechnical investigation, utility verification,
environmental investigation, and other professional investigations required for design and construction,
except where expressly provided by the City.

required for a complete project.
* Construction management and construction, including project safety, site security, schedule control, cost
control, quality control, progress meetings, startup, commissioning support, and coordination with the
City and project stakeholders.
