SUNY Upstate Medical University (“Upstate”) intends to make an award to JTG Consulting Group, under our discretionary authority, pursuant to NYS Education Law §355(5)(a) for the above noted service, which authorizes purchases without a formal competitive process in certain circumstances, including purchases from NYS small businesses, from business certified pursuant to Article 15-A of the NYS Executive Law and if applicable, from businesses selling commodities or technology that are recycled or remanufactured. A sealed bid will not be held. Effective 11/1/2006, in accordance with State Finance Law Section §139j&k, aka the
Lobbying Law, all questions pertaining to this procurement shall be made formally to
the designated staff; the contact person for questions or bid clarifications and the
contact person to whom you must submit a bid. Contact made to other staff
regarding this procurement may disqualify the firm and affect future procurement
with government entities in the State of New York.
