Description:

The intent and purpose of this Request for Qualifications (RFQu) is for the County of Loudoun, Virginia (County) to solicit Statements of Qualifications (SOQs) from entities (“Offerors”) interested in serving as the Design-Builder for the Department of General Services (DGS) Headquarters (Project). The RFQu is issued to gather information that will enable the County to: (a) identify Offerors best qualified to successfully execute the design and construction of the Project; and (b) determine which Offerors will be invited to submit proposals in response to the County’s forthcoming Request for Proposal (RFP).

Offerors’ SOQs will be reviewed, rated, and scored by an Evaluation Team based on the evaluation criteria set forth in this RFQu.

SOQs must meet all requirements of this RFQu. Any provision using the terms “shall”, “will”, or “must” (or equivalent language) indicates a mandatory requirement. Failure to meet a requirement may render an SOQ non-responsive. The County’s Evaluation Team will assess how well each Offeror meets or exceeds the evaluation criteria, and scoring will reflect their judgment.

Project Information Meeting:

An optional Project Information Meeting will be held virtually via Microsoft Teams on April 10, 2026, at 10:30 a.m. This session will provide clarification on the requirements outlined in the RFQu.

PHASE 1 - REQUEST FOR QUALIFICATIONS
DESIGN BUILD OF THE DGS HEADQUARTERS
1.0 PURPOSE
The intent and purpose of this Request for Qualifications (RFQu) is for the County
of Loudoun, Virginia (County) to solicit Statements of Qualifications (SOQs) from
entities ("Offerors") interested in serving as the Design-Builder for the Department
of General Services (DGS) Headquarters (Project). The RFQu is issued to gather
information that will enable the County to: (a) identify Offerors best qualified to
successfully execute the design and construction of the Project; and (b) determine
which Offerors will be invited to submit proposals in response to the County's
forthcoming Request for Proposal (RFP).
Offerors' SOQs will be reviewed, rated, and scored by an Evaluation Team based
on the evaluation criteria set forth in this RFQu.

1.1 BACKGROUND INFORMATION
The County's Fiscal Year (FY) 2023 adopted Capital Improvements Program (CIP)
budget contains funding allocations for the design and construction of the DGS
Headquarters. Professional Services (design) funding will be appropriated in FY
2026. Construction funding will be appropriated in FY 2027. Furniture, Fixtures &
Equipment (FF&E) funding will be appropriated in FY 2027.
The Department of General Services Headquarters will be located on a parcel of
approximately 15 acres in Tuscarora Crossing, Loudoun County, Virginia,
identified as Landbay 2, Parcel 4A (County PIN 150-35-2403-000) in the County's
WebLogis - Online Mapping System.
2.0 PROJECT OVERVIEW
The Project proposes the design and construction of a 130,000 gross square foot
(GSF) facility inclusive of warehouse space (80,000 GSF) and Class B office space
(50,000 GSF), along with related site development and utility work. The County
intends to occupy this facility for use as the "Loudoun County Department of
General Services (DGS) Headquarters Building" (DGS HQ), housing operations,
maintenance, and warehouse functions.
A legislative application (LEGI-2025-0020) is currently under review with the
Loudoun County Department of Planning and Zoning, with approval expected prior
to award of a contract. A site plan application will be submitted for review in May

2026, with approval anticipated in late fall 2026.
3.0 OFFEROR'S MINIMUM QUALIFICATIONS
Offerors must demonstrate that they have the resources and capability to provide
the materials and services as described herein. All Offerors must submit the
documentation indicated below with their SOQ or be subject to disqualification.
The following criteria must be met in order to be shortlisted:
3.1 Offerors must demonstrate successful experience in the delivery of multi-
use facilities that include office, maintenance, and warehouse spaces.
Offerors shall provide examples of three (3) comparable projects with
scopes similar to the proposed DGS HQ in the past ten (10) years. Two (2)
projects must be completed as of the due date of this RFQu and one (1) may
be in progress, but construction must have started. Please note, prior
design-build experience is not a prerequisite or factor considered for pre-
qualification. Documentation confirming that the Offeror meets the required
minimum experience shall be provided in your SOQ per RFQu subsection
6.2.
3.2 Debarment: By signing and submitting a proposal and the Certification
contained in Attachment 3, Offeror's certify that they are not currently
debarred by any local or state government or the federal government.
3.3 Provide evidence of a certificate of registration with the Virginia Corporation
Commission authorizing Offeror to conduct business within the
Commonwealth of Virginia. Offeror's SCC registration, unless Offeror is
exempt, must be in effect on the date of RFQu submission.
3.4 Provide a copy of Offeror's Virginia Class A Contractor's license issued by
the Virginia Department of Professional and Occupational Regulation.
Offeror must have an active valid Virginia Class A Contractor's License on
the date of RFQu submission. Pending license applications or renewals will
not be accepted and the SOQ will be rejected.
4.0 SCOPE OF SERVICES
4.1 General:
The scope of work to be undertaken by the Design-Builder under the
design-build contract for this Project will be identified in the RFP. Offerors
must be able to provide all professional architectural, engineering, and
consulting services required for the design and construction of the DGS HQ
building and associated site development, and infrastructure. Specialists
may include architectural, interior designer, civil / landscape, structural,
mechanical, electrical, plumbing, fire alarm, fire protection, and
telecommunications engineering, cost estimating, and others as needed to

fulfill the requirements of the Project. The successful team will be required
to show furniture fittings and equipment on their plans as proof of concept.
The project is anticipated to be of substantial, durable construction with a
usable service life of at least 45 years. As such, the building should be
constructed in either precast, tilt-up reinforced concrete, or reinforced
concrete block. While the interior space can be framed in steel, a metal
panel building will not be acceptable.
The overall management and documentation for all phases of the Project
will be administered via Trimble (www.trimble.com). The design-build team
will be required to use Trimble for all phases of the Project beginning with
design through the construction phases. License and training for Trimble
will be provided at no cost.
5.0 PROCUREMENT PROCESS OVERVIEW
5.1 Legislative Authority for the Project
2.2-4382 of the Code of Virginia authorizes the County of Loudoun,
Virginia, to enter into a contract for construction on a fixed price or not-to-
exceed price construction management or design-build basis, provided that
the local public body (i) complies with the requirements of this section and
(ii) has by ordinance or resolution implemented procedures consistent with
the procedures adopted by the Secretary of Administration for utilizing
construction management or design-build contracts.
County of Loudoun, Virginia Procurement Resolution, adopted by County
Board of Supervisors on June 21, 2011. Amended June 20, 2012, May 4,
2018, April 5, 2019, October 7, 2019, July 1, 2020, July 1, 2021, July 1,
2022, July 1, 2023, July 1, 2024, and July 1, 2025. This document can be

5.2 Procurement Overview of the Project
The County will use a two (2)-phase selection process to select a Design
Builder for this Project. This RFQu represents the first phase in the selection
process. Only the short-listed Offerors will receive the RFP and be invited
to submit proposals.
The second phase of the selection process will entail the submission of
Technical Proposals and Sealed Price Proposals from each short-listed
Offeror. While the RFP will contain specific requirements for the Technical
and Sealed Price Proposals, as well as specific selection criteria, the
County anticipates that: (a) Technical Proposals will include, among other
things, the Offeror's design/conceptual plans and a Project schedule; and
(b) Sealed Price Proposals will include, among other things, the fixed price
for the design and construction of the Project. The County further

anticipates that upon completion of the evaluations of the Technical and
Sealed Price Proposals, the County's Director of the Department of
Transportation and Capital Infrastructure (DTCI) will recommend the top-
ranked Offeror to the County Board of Supervisors for an award of a fixed
price design-build contract by the County.
5.3 Schedule:
The County currently anticipates conducting this design-build procurement
in accordance with the following schedule. This schedule is subject to
revision, and the County reserves the right to modify this schedule as
necessary, in its sole discretion.

5.4 Evaluation Team
An Evaluation Team will be appointed by the County to rate and score the
SOQs. The Evaluation Team will consist of County Staff Members from the
County's Department of Transportation and Capital Infrastructure and the
Department of General Services. In addition to the appointed Evaluation
Team, the County may use any appropriate technical resources to provide
assistance in evaluating the submittals.
5.5 The County's Point of Contact
The County's sole point of contact (POC) for matters related to the RFQu
shall be Samira Mkaimel, Assistant Purchasing Agent. The County's POC
is the only individual authorized to discuss this RFQu with any interested
parties, including Offerors. All communications with the County's POC
about the Project or this RFQu shall be in writing, as required by applicable
provisions of this RFQu.

The County disclaims the accuracy of information derived from any source
other than the County's POC, and the use of any such information is at the
sole risk of the Offeror.
All written communications to the County from Offerors shall specifically
reference the correspondence as being associated with "Design Build of the
DGS Headquarters, RFQ No 692015."
5.6 Evaluation Process
A. Phase 1: Statement of Qualifications (SOQ)
Phase 1 will consist of Statements of Qualifications submitted in
response to this RFQu. Each SOQ will be evaluated by the
Evaluation Team and assigned points based on the criteria listed in
the table in subsection 5.4 below per the criteria set forth within
Section 6.0 of the RFQu. Once each member of the Evaluation Team
has evaluated each SOQ, a composite score will be tabulated for
each Offeror, which indicates the group's collective ranking of the
Offeror's SOQ. The ranking system will be used to select no more
than five (5) of the top-ranked design-build teams. Only the
shortlisted Offerors will be issued the Phase 2 RFP.
B. Phase 2: Request for Proposals (RFP)
Phase 2 will consist of Proposals submitted in response to the RFP.
The RFP will contain bridging documents that will include some, or
all, of the following information:
* Survey of site
* Test fit plans
* Geotechnical reports/soil borings
* Program describing building use adjacencies and functional
requirements
* Square footage and architectural restrictions including any
zoning requirements for the site.
* Site work restrictions and/or schedule constraints
* Other pertinent data.
Proposals will consist of a letter of submittal, detailed Project schedule,
design information, and a Lump Sum Price Proposal based on the
design information. Proposals will be evaluated on a cost plus technical
basis by the Evaluation Team and assigned points based on criteria set
forth in the RFP. The highest scoring Offeror shall be awarded the
contract. Because Price is a critical basis for the award of the contract,

if there is a tie, the contract shall be awarded to the lowest priced
proposal of those included in the tie.
6.0 STATEMENT OF QUALIFICATIONS
This section describes specific information that must be included in Offeror's SOQ.
6.1 General
A. The RFQu phase of the design-build procurement process is
intended to enable Offerors to demonstrate their qualifications to
perform the Project, and to enable the County to evaluate those
qualifications in arriving at a short-list. Offerors are advised that the
SOQ should include specific information that will demonstrate the
qualifications and experience required by this RFQu. Offerors should
note that it is not the intent of the County to receive Project-specific
designs or engineering recommendations in response to this RFQu.
B. Offerors shall be aware that the County reserves the right to conduct
an independent investigation of any information, including prior
experience, identified in a SOQ by contacting references, accessing
public information, contacting independent parties, or by any other
means. The County also reserves the right to request additional
information from an Offeror during the evaluation of that Offeror's
SOQ.
C. If the Offeror has concerns about information included in its SOQ that
it deems confidential (or proprietary) and desires such information to
be kept confidential, Offeror must review and comply with the
requirements set forth in subsection 7.13 herein.
6.2 Statement of Qualifications Format
Offerors shall provide each of the following items below in the order
presented. Failure to include any of the requested information will result in
points being deducted for the missing information resulting in a failure to be
shortlisted. Do not include cost information your SOQ. This information will
be requested as part of the Phase 2 RFP. Also, do not use federal
government forms such as Standard Form 330; Architect - Engineer
Qualifications in your SOQ.
