THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. This Sources Sought notice is being used as a market research tool to determine the availability and adequacy of potential qualified small business sources prior to determining the method of acquisition and issuance of a request for proposal/solicitation. The Government reserves the right to cancel this acquisition at any time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
The General Services Administration (GSA) is seeking to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) businesses, SBA certified HUBZone businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB), or SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) with current and relevant qualifications, experience, personnel, and the capability to perform fixed-price Design/Build Services.
This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 – Commercial and Institutional Building Construction. The current estimated magnitude of construction is $1,000,000 to $5,000,000.
Project Description:
The GSA intends to demolish and replace two existing Active Vehicle Barrier’s (AVB’s) at the State St tunnel and demolish and replace the two existing Active Vehicle Barrier’s (AVB’s) at the Elm St tunnel including integration of controls in the USMS control room and ballistic-rated guard booth.
Scope Summary:
Design:
• Contractor shall provide a design team to submit detailed drawings. Design team shall include cost estimates for design/build.
Demo
• Demolition shall include the removal and disposal of existing AVBs and Guard Booth, to include concrete, conduit, wiring, lines, hydraulic fluid, pumps, equipment boxes, pedestals, electrical boxes, connections and any other material or item related to the existing barriers. This also includes any control boxes in the USMS Command and Control room (USMS CCC). GSA shall verify all hazardous materials are cleaned/removed (hydraulic fluids) from the area of the removed AVB’s, pumps, lines, filters, etc., and ensure meeting all local, state and federal requirements.

Barriers, New pedestals, HySecurity LCD AVB controller for the USMS control room and guard booth, ADA compliant notification system, as well as all USMS requirements and specifications for lighting, loops, sequencing and signage
The Design Build contractor will be fully responsible for all design, construction, and value engineering exercises if necessary related to the project.
Capability Package:
All qualified Small Businesses are encouraged to respond. Respondents will not be notified of the results of the evaluation. The main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement.
It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following:
(1) Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact.
(2) Company profile, to include number of employees, annual receipts, office location(s), and SAM Unique Entity ID (UEI) number.
(3) Evidence to establish your company's socioeconomic status, under applicable NAICS.
(4) A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group.
AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. Responses must be received no later than 2:00 PM, Local Time on April 18th, 2025. Failure to submit all information requested will result in a contractor not being considered as an interested small business concern. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards. The Government will not reimburse any party for costs incurred for marketing efforts.
