NOTICE is hereby given that the City of Jackson will receive written sealed bids until the
hour of 3:30 PM on Tuesday, June 2, 2026, at the Municipal Clerk's Office for the furnishing of
all labor, materials, and equipment necessary for the construction of the following project:
DESIGN-BUILD BID PACKAGE
Jackson Fire Department - HVAC Replacement Project
Bid Documents are available for viewing and obtaining at the following site: www.jacksonmsbids.com.
Documents are non-refundable and must be obtained through the website.
The project consists of providing design-build services for the replacement, installation, and startup of
HVAC systems at multiple fire stations in Jackson, MS.
A mandatory Pre-Bid Meeting will be held on May 12, 2026, at 10:00 a.m. at the Central Fire Station,
located at 555 S West St, Jackson, MS 39201.
The City of Jackson hereby notifies all bidders that it will affirmatively insure that in any contract entered
into pursuant to this advertisement, minority business enterprises/woman business enterprises will be
afforded full opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.
The award will be made to the contractor with the best-value evaluation, and the City of Jackson reserves

Jackson Fire Department - HVAC Replacement Project

1. PROJECT OVERVIEW
The City of Jackson is soliciting sealed bids from qualified HVAC contractors to provide design-build
services for the replacement, installation, and startup of HVAC systems at multiple fire stations.
The intent of this project is to procure a complete, fully functional, and code-compliant HVAC solution.
The awarded contractor shall be responsible for system design, equipment selection, installation,
commissioning, and final performance.
2. PROJECT LOCATIONS & BASE SCOPE
Station 11 (3860 Terry Rd, Jackson, MS 39212)
A. Install (2) 5-ton condensers (replacement for stolen units)
B. Reconnect to existing line sets and electrical
Station 15 (4943 Clinton Blvd, Jackson, MS 39209)
A. Demo existing 3.5-ton HVAC system
B. Rebuild return deck
C. Install new 3.5-ton system
Station 17 (1941 Canton Mart Rd, Jackson, MS 39211)
A. Demo existing 5-ton HVAC system
B. Install new 5-ton system
Station 22 (1590 Lakeshore Dr, Jackson, MS 39213)
A. Install new 3-ton HVAC system for sleeping quarters
Station 23 (2640 Raymond Rd, Jackson, MS 39212)
A. Demo existing system
B. Install new 7.5-ton HVAC system
C. Rebuild decks as required
Station 24 (1240 Wiggins Rd, Jackson, MS 39209)
A. Demo existing 3-ton HVAC system
B. Install new 3-ton system
C. Rebuild equipment deck as required

3. DESIGN-BUILD RESPONSIBILITIES
The contractor shall assume full responsibility for design and performance of all HVAC systems included
in this project.
Responsibilities include:
A. All design calculations, drawings, specifications, and submittals shall be prepared by or under the
direct supervisory control of a Professional Engineer (PE) licensed in the State of Mississippi.
Sealed drawings and documents shall be provided as required by Miss. Code Ann. 73-13 et seq.
and for permit approval.
B. System sizing verification (Manual J or equivalent)
C. Ductwork evaluation and required modifications
D. Electrical load verification
E. Gas supply and venting compliance
F. Identification of deficiencies in existing infrastructure
G. Inclusion of all required modifications to provide a complete system
H. Minor structural/electrical modifications needed for code-compliant installation are included
(major upgrades remain excluded per Sections 12)
The contractor shall include all work required for a complete and operational system.
Unforeseen concealed conditions may be eligible for change order upon Owner approval.
4. EQUIPMENT AND PERFORMANCE REQUIREMENTS
A. Acceptable manufacturer: Trane or approved equal
B. Minimum Efficiency:
o SEER2: 14.3 minimum (or current DOE/Mississippi energy code requirement, whichever is
higher)
o EER2: As applicable
C. Refrigerant: R-454B
D. Contractor shall comply with all manufacturer requirements and current Mississippi-adopted
codes (2024 IMC/IBC/IFC, ASHRAE 15/34) for A2L refrigerants, including charge limits, leak
detection (where applicable), piping protection, shaft ventilation (if required), and safety
measures.
E. All equipment shall be new
F. Properly matched systems required (indoor/outdoor compatibility)
Controls:
A. Programmable commercial-grade thermostats required
B. Lockable or tamper-resistant preferred
C. Consistency across all stations required

5. INSTALLATION REQUIREMENTS
Contractor shall include all labor, materials, and equipment necessary for:
A. Demolition and removal of existing systems
B. Installation of new HVAC equipment
C. Duct modifications and repairs as required
D. Electrical connections and upgrades as required
E. Gas piping modifications as required
F. Flue and venting modifications as required
G. Equipment supports, curbs, and decking repairs
H. Refrigerant piping and line set replacement if needed
I. System evacuation (minimum 500 microns)
J. Charging with manufacturer-recommended refrigerant
K. Startup and commissioning
L. All systems shall be installed per manufacturer specifications
M. All penetrations shall be properly sealed and weatherproofed
6. PERFORMANCE REQUIREMENTS
A. Systems shall operate per manufacturer specifications
B. Proper airflow and balance required
C. No excessive noise or vibration
D. Maintain appropriate temperature control for occupied spaces
7. COMMISSIONING AND CLOSEOUT REQUIREMENTS
Contractor shall provide:
A. Startup reports for all equipment
B. Air balance report (CFM verification)
C. Refrigerant charge documentation
D. Warranty registration confirmation
E. Final as-built documentation
8. WARRANTY
A. Minimum 1-year labor warranty
B. Manufacturer standard equipment warranty
C. Contractor responsible for warranty coordination
9. PERMITS & CODE COMPLIANCE
Contractor shall:
A. Contractor shall obtain all required permits (mechanical, electrical, building, etc.) and coordinate
all inspections and testing with the Authority Having Jurisdiction
B. Comply with all local, state, and federal codes
C. Coordinate inspections

10. BID REQUIREMENTS
Bidders shall provide:
A. Lump sum price for entire project
B. Equipment submittals
C. Project schedule
D. List of assumptions and exclusions

11. SITE VISIT
A mandatory Pre-Bid Meeting will be held on May 12, 2026, at 10:00 a.m. at the Central Fire
Station, located at 555 S West St, Jackson, MS 39201. Contractors shall verify all existing
conditions prior to bidding.
Failure to verify site conditions shall not relieve contractor of responsibility to provide a complete
installation.
12. EXCLUSIONS (UNLESS INCLUDED BY CONTRACTOR)
A. Structural modifications beyond minor deck repairs
B. Major electrical service upgrades
C. Contractor shall immediately notify the Owner of any suspected asbestos, hazardous materials, or
concealed conditions requiring abatement. Abatement, if required, shall be performed by the
Owner or under a separate contract
13. PAYMENT TERMS
A. Monthly progress payments based on percentage complete
B. 10% retainage withheld until final completion
C. Final payment issued upon:
o Substantial completion
o Delivery of all closeout documents
o Owner acceptance

14. OPERATIONAL REQUIREMENTS
A. Fire stations must remain operational at all times
B. Coordinate work to minimize downtime
C. Temporary cooling must be provided if systems are offline for extended periods
15. ELECTRICAL SCOPE REQUIREMENTS
A. Contractor responsible for all branch circuit work and connections
B. Minor panel modifications included
C. Major service upgrades (utility-side or main service) excluded unless added via change order

19. LIQUIDATED DAMAGES
Time is of the essence for this project due to the critical nature of fire station operations.
Sealed drawings and documents shall be provided no later than 30 days after bid award.
Substantial completion shall be achieved within 90 calendar days after approval of Sealed Drawings and
Construction Documents. Failure to achieve substantial completion within the agreed timeframe will
result in liquidated damages.
Liquidated damages shall be assessed at a rate of: $500 per calendar day for each day beyond the
contract completion date until substantial completion is achieved.
This amount represents a reasonable estimate of damages to the Owner and is not a penalty.
20. SUBSTANTIAL COMPLETION DEFINITION
Substantial completion is defined as:
A. All HVAC systems installed and operational
B. Systems achieving required temperature control
C. All inspections passed
D. Only minor punch list items remaining
21. BONDING & INSURANCE REQUIREMENTS
A. Bid Bond: 5% of total bid
B. Performance Bond: 100% of contract value
C. Payment Bond: 100% of contract value
Minimum Insurance Requirements:
A. General Liability: $1,000,000 per occurrence
B. Workers Compensation: Statutory limits
C. Auto Liability: $1,000,000
22. CONTRACT TERMS AND FORM
A. Contractor must be licensed in the State of Mississippi
B. Contractor must comply with all applicable Mississippi public procurement laws
C. E-Verify compliance required
D. No work shall begin until Notice to Proceed is issued
E. The contract shall be executed using AIA standard form documents, specifically AIA A141
(Design-Build Agreement) and associated general conditions, as modified by the Owner.
