Summary
The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, October 15, 2026 at 3:00 pm (local prevailing time).
The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide recurring vegetation maintenance and mowing services at the Denbigh Landfill, a closed municipal solid waste landfill subject to post-closure care requirements.
Background
The Denbigh Landfill includes approximately 79 acres of vegetated final cover requiring recurring maintenance. The site includes top benches, side slopes, toe areas, drainage swales, access roads, landfill gas wells, monitoring wells, valve vaults, and stormwater structures.
Post-closure care commenced on January 11, 2001, and is required for 30 years. Post-closure obligations include maintaining the final cover and vegetation; repairing settlement, subsidence, and erosion; and maintaining the leachate collection, groundwater monitoring, and gas monitoring systems. City staff conduct and document monthly inspections, and the Virginia Department of Environmental Quality may inspect the site for regulatory compliance.
The current need is to establish an ongoing contract with a qualified contractor that has specialized low-ground-pressure and slope-mowing equipment capable of maintaining the site without damaging the landfill cap.
