NOTICE TO BIDDERS
PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by Gloucester County Utilities
Authority for the Demolition of the Gas Engine, Radiator and Trailer in Gloucester County, New Jersey.
In general, the work on this project consists of the demolition of the existing gas engine and appurtenances,
existing radiator and footings, and existing trailer.
Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers. Contact
shall be made by phone or by email to make bid purchase arrangements. At 856-795-9595 or by submitting
RVEbidinterest@rve.com.
Said Bids will be received, opened and read aloud in public at the Gloucester County Utilities Authority, 2
Paradise Road, West Deptford, New Jersey, 08066 on Wednesday, April 22, 2026, at 11:00 AM prevailing
time.
Electronic download link for copies of the bid forms, contracts and specifications may be obtained from said
Remington & Vernick Engineers, by prospective bidders upon request, upon payment of the sum of $50.00 for
each set. Should interested bidders not have the ability to handle electronic download sets, a set may be
arranged to be sent overnight by calling 856-795-9595.
NO BIDS ARE TO BE PICKED UP AT THE ENGINEER'S OFFICE OR AT THE GCUA OFFICE.
PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS.
NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE.
ALL BIDS ARE TO BE DELIVERED PRIOR TO THE BID OPENING DATE AND TIME.
The Gloucester County Utilities Authority reserves the right to consider the bids for sixty (60) days after the
receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to
waive any informality in any and make such awards or take action as may be in the best interest of the
Gloucester County Utilities Authority, in accordance with applicable law.
N.J.A.C 7:22-9.7- In no case shall the advertisement for bids to be published less than thirty (30) days prior to
the date fixed for receiving bids on the purchase or contract.
Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated therein
and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the
bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids are
to be submitted and addressed to Wayne Love, Engineering Technician/Safety Director, at 2 Paradise Road,
West Deptford, New Jersey 08066.
Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as
principal and having as surety thereon a surety company listed on the Federal Treasury List (Environmental
Protection Department Circular 570 Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C.
7:22-3.17(g) and approved by the Gloucester County Utilities Authority in a goal amount not less than ten
percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without
endorsement or conditions. The bid shall also be accompanied by a certificate letter from a surety company
stating that it will provide the bidder with the completion bond.

In accordance with N.J.A.C. 7:22-9.10 the lowest bid resulting in a payment of unreasonable price. Bidders
and the office shall be notified of the rejection of all bids, the reasons for the rejection, and the contracting
agency's intent to solicit bids for a second time.
The award of the contract shall be made subject to the necessary moneys to do the work being provided by the
Gloucester County Utilities Authority in a lawful manner. The contract to be executed by the successful
bidder will provide that it shall not become effective until the necessary moneys to do the work have been
provided by the Gloucester County Utilities Authority in a lawful manner. The award shall further be
subjected to the securing of necessary State, Federal or Local permits governing the work. The invitation to bid
is on an unrestricted basis whereby the successful bidder must fulfill the SED requirements.
In accordance with the provisions of N.J.S.A. 10:5-33 et seq., P.L. 1975, c. 127, N.J.S.A. 34:11-56.25 et
seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et
seq.) bidders are required to comply with all provisions.
The contractor (subcontractor) is further notified that he must comply with provisions of N.J.S.A. 52:25-24.2
and submit a Disclosure Statement listing stockholders with his bid.
The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works
Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of
business registration and submit proof of business registration for any named subcontractors in accordance
with the act.
This Notice shall appear on Gloucester County Utilities Authority's website and the NJDEP Office of Equal
Opportunity and Public Contract Assistance not less than ten (10) working days before the bid opening; and
notice of revisions or addenda to advertisements or bid documents will be as outlined in N.J.S.A. 40A:11-23.
