Request for Bid Proposal for the City of Kannapolis
The City of Kannapolis is now accepting proposals for Demolition and Removal, and proper
Disposal to a NCDEQ permitted waste site of Rose Hill Baptist Church located at 216 Rice Street,
Kannapolis, NC. The project also includes removal of asphalt, concrete, and other existing site
features as shown on Attachment C.
Property Identification Numbers for the subject parcels are as follows:
Rowan County Parcel PIN 156 159 (Site of Rose Hill Baptist Church)
Rowan County Parcel PIN 156 158 (Site of Parking Lot of Rose Hill Baptist Church)
Attached are specifications. Please review these specifications carefully. All proposals are due by
Wednesday, April 15, 2026 at 2:00 PM.
Each bidder shall submit a proposal on the enclosed bid proposal form provided. The bid must be
signed by an authorized official of the firm. Bids may be rejected if they show any omissions,
alterations of form, additions not called for, conditional bid or any irregularities of any kind.
Bids can be hand delivered in a sealed envelope or mailed to City of Kannapolis,
Engineering Department, 3rd Floor, 401 Laureate Way, Kannapolis, NC 28081 or emailed
to byost@kannapolisnc.gov. No bids will be accepted after the time and date stated above. A
bidder may withdraw its bid prior to the deadline that bids are due by sending a written request
to Brent Yost, Engineering Technician Manager, at 401 Laureate Way, Kannapolis, NC 28081.
Bids may be withdrawn after the deadline only in accordance with N.C.G.S. 143-131.1.

as an addendum to the Invitation to Bid.
The City of Kannapolis reserves the right to accept or reject bids on each item separately or as a
whole, to reject any or all bids, and to waive formalities when deemed to be in the best interest of
the city.
The General Statutes of the State of North Carolina, insofar as they apply to purchasing and
competitive bidding, are made part hereof.

Scope of Work
Demolition and Removal, and proper Disposal to a NCDEQ permitted waste site of Rose Hill
Baptist Church (located at 216 Rice Street), appurtenances, and adjacent parking area. Property
Identification Numbers for the subject parcels are as follows:
Rowan County Parcel PIN 156 159 (Site of Rose Hill Baptist Church)
Rowan County Parcel PIN 156 158 (Site of Parking Lot of Rose Hill Baptist Church)
See attached project map.
Contractor will provide the following services (List of Contractor Services).
1. Demolish, remove, and properly dispose of church building and existing storm drainage
pipe as shown on the attached map. Remove trash, debris, masonry construction,
foundations, sidewalks, shrubs. Rose Hill Baptist church sign to remain and be
undisturbed. Brick wall around the sign to be removed. All concrete and asphalt to be
removed. Asphalt to be sawcut as shown in Project Plans.
2. Contractor is to coordinate with City of Kannapolis to locate and protect existing utilities
that remain prior to the location and disconnection of utilities to all properties. Sanitary
sewer laterals shall be capped off at the intake of the lateral. Utility poles and meters
should be removed for all properties.
3. Final grading shall be per the Project Plans. Disturbed areas shall be covered with
sufficient seed and straw to completely cover the ground and prevent erosion.
4. Dispose of all materials in accordance with local, state, and federal regulations. Disposal
fees are to be paid by the Contractor. PROOF OF DISPOSAL AT A CERTIFIED
LANDFILL MUST ACCOMPANY THE INVOICE OR NO PAYMENT WILL BE
MADE.
5. During transportation, all debris must remain covered with a tarp or fabric and shall be
properly secured to prevent debris from falling from vehicle.
6. The structure associated with this project has an existing basement. The footings of the
structure, foundation walls, and unconsolidated materials must be removed and filled
with material to match the elevation of the surrounding grade and in accordance with the
included grading plan. The Contractor is to provide, place, and properly compact
approved borrow material in the excavation of the structure. The foundation walls and
footings are to be removed and properly disposed of in accordance with #4 of the List of
Contractor Services prior to placement of borrow material. No separate payment will be
made for this work as this will be considered incidental to payment for demolition of the
structure. Borrow material must be from a NCDEQ approved borrow source and
sampled, tested, and approved by the City prior to use on this project.

Contractor Requirements
1. The Contractor shall take appropriate measures to ensure public safety to include
perimeter fencing as the Contractor deems necessary to protect the public.
2. Traffic is to be maintained on Rice Street at all times. The Contractor is responsible for
traffic control. The perimeter of the work area (around both parcels) must be protected
utilizing perimeter safety fencing.
3. Removal of the basement foundation of the structure shall be done in a manner not to
damage adjacent properties. Lateral support must be provided to adjacent properties at all
times.
4. Backfill of the basement area of the church shall be done in a manner not to damage
adjacent property (vibration, etc.).
5. Deconstruction shall be done in a manner to prevent debris from becoming airborne or
affecting adjacent properties.
6. Deconstruction shall be done in a manner to minimize damage to existing asphalt that is
to remain on parcel 156 158 and adjacent properties.
7. The Contractor shall be responsible for all permits, labor, materials, material monitoring,
reports, fees, costs. etc., for the collection, removal, storage, transportation and disposal
of the materials on the project.
8. No structure shall be demolished until the Contractor receives a written "Notice to
Proceed" from the City of Kannapolis Engineering Department (401 Laureate Way). All
addresses of structures to be demolished must be listed on the demolition permit.
9. Contractor must sign and have notarized an e-verify form completed prior to being
awarded the contract.
10. Work is to be completed within 30 days of Notice to Proceed. Extensions may be
approved due to weather or other circumstances by the Engineering Department.
Acceptable hours of work will be Monday through Friday, 7am to 7pm.
11. The contractor shall take all measures necessary to minimize exposure to lead dust for
workers and the community. These practices include:
* containing dust inside the work area
* using dust-minimizing work methods
* conducting a careful cleanup during the demolition.
At a minimum, the surfaces should be wetted when possible, to control the spread of
leaded dust into the air.

12. The contractor shall provide dust control at the site as required. No connection to the
water system will be allowed without approval from the City of Kannapolis. All
temporary connections to the water system will be required to meet backflow prevention
requirements.
13. The contractor shall ensure that the work activities are to be conducted in accordance
with OSHA rules and regulations. The Contractor shall be responsible for ensuring that
he has a "Responsible Party" onsite. Any trenching operations will require an OSHA
competent person to supervise the operations.
Contractual Insurance Requirements
These guidelines are not all inclusive and scopes and limits could change due to the nature of the
service provided. However, minimum standards are illustrated below.
A vendor shall procure and maintain for the duration of the contract, insurance against claims for
injuries to persons or damages to property, which may arise from or in connection with the
performance of the work by the contractor, his agents, representatives, employees or
subcontractors, if applicable.
Minimum Scope of Insurance:
General Liability
Auto Liability, if applicable
Worker's Compensation Insurance
Professional Liability, when applicable
Minimum Limits of Insurance:
General Liability - No less than $1,000,000 with $2,000,000 being the preferred limit per
occurrence for bodily injury and property damage. General aggregate limit shall apply
separately to each project/location and limit shall not be less than the required occurrence limit.
Auto Liability - No less than $1,000,000 with $2,000,000 being the preferred limit per
occurrence combined single limit per accident per for bodily injury and property damage.
Workers Compensation and Employers Liability: Workers Compensation as required by the
State of North Carolina and Employers Liability limits of no less than $1,000,000 for bodily
injury per accident.
Deductibles and Self-Insured Retention: Any deductible or self-insured retention must be
declared to and approved by the city.
Other Insurance Provisions
The policy or policies are to contain, or be endorsed to contain, the following provisions:
1. Contractor insurance to be considered primary for losses that occur as a direct result of the
contractor's actions. The policy should include the City of Kannapolis as additional insured
for any liability arising out of the activities performed by or on behalf of the contractor,
including products and completed operations of the contractor; or automobiles owned,
leased, hired or borrowed by the contractor. The coverage shall contain no special

limitations on the scope of the protection afforded to the city, its officers, officials,
employees or volunteers.
2. Any insurance maintained by the city shall be in excess of the contractor's insurance.
3. Coverage shall state that the contractor's insurance shall not be suspended, voided,
canceled, reduced in coverage or in limits except after 30 days written notice. The City of
Kannapolis shall be listed as a "Certificate Holder" on the required policies.
Verification of Coverage
CERTIFICATES OF INSURANCE WITH ORIGINAL ENDORSEMENTS SHALL BE
SUBMITTED WITH THE BID PACKAGE. The certificates and endorsements for each
insurance policy are to be signed by a person authorized by that insurer to bind coverage on its
behalf. The certificates and/or endorsements are to be provided to the city on standard form
before a contract is valid.
Additional Information
Award of Bid - The bid will be awarded to the lowest responsive responsible bidder taking into
consideration information furnished with the bid as well as outside references.
Payment - Payments to be made on a monthly basis and will be made upon satisfactory progress
on the scope of work. The final invoice will be paid upon satisfactory completion of the project.
All invoices should be mailed to City of Kannapolis, Attn: Accounts Payable, 401 Laureate Way,
Kannapolis, NC 28081. Or emailed to ap@kannapolisnc.gov.
Cancellation - This contract may be cancelled upon thirty (30) days written notice by either
party unless work proves unsatisfactory and after notice is not corrected, it may be terminated
immediately.
Contractor and Personnel - The contractor shall use only qualified personnel on the job and shall
be responsible for insuring that employees abide by all rules and regulations set forth for this
project.
Demolition Permit- The selected contractor will be required to obtain a Demolition Permit from
the City of Kannapolis Planning Department prior to beginning work on the project.
Note: Asbestos to be removed by others prior to execution of this contract.
