All bidders shall furnish a five ( 5% ) bid bond on any contract exceeding S30, 000 :
provxded that bonding is available for services, equipment, or materials. Bid bonds
Wlll be accepted in the form of certified checks, cashier's checks, postal money
orders, or similar forms of payment.
Out of the State, Corporations shall furnish a Certificate of Authority to transact
busxness xn the State of Alabama. Out-of-state limited liability companies shall furnish
proof of registration to transact business in this state. Alabama law requires a
successful bxdder that has employees in the State of Alabama to provide proof of E-
Verxfy enrollment before the contract is awarded. (See enclosed notice, which must be

BID SPECIFICATIONS
DELIVERY AND RETURN OF VOTING MACHINES
PRIMARY ELECTION MAY 19, 2026

Furnish trucks, equipment and labor as specified below to deliver 185 ES&S Model DS
200 ballot scanners, 78 "ES&S Express Vote" handicap ballot marking machines, 190
cases with electrical/electronic supplies, 84 4-station handicap accessible voting booths,
344 (+ - 10%) 28-inch traffic marking cones, 150 (+ - 10%) A- Frame sign stands, 1,300
(+- 10%) cardboard privacy dividers, 760 (+ - 10%) six foot tables, 50 (+ - 10%)
stanchion's, 175 (+ - 10%) plastic tubs containing supplies, from the County Warehouse,
located on Schillinger Road, to the polling places as shown on the attached lists, and
return said machines (AND ALL OTHER EQUIPMENT) to the County Warehouse,
after each election. All items above except ballot scanners, tables and possible
stanchions will be packed in security cages weighing roughly 3501b (+- 10%) also
picking up locations where-as the security cage is not repacked. Some larger locations
will have 2 security cages.
Van trucks are to be equipped with cleats for the tie offs for each machine and necessary
strapping. Also, vans are to be equipped with hydraulic lift gates and be in zood ninninz
condition, to avoid road service during actual deliveries. Vans must be watertizht to
assure all equipment remains dry while delivering (and returning) in inclement weather.
Drivers and crew must be neat and clean in appearance, be familiar with the roadways of
Mobile City & County. Drivers must possess a coininercial driver's license. Each van
must be equipped with TWO 2-wheel hand trucks for the transport of ballot scanners
into each votitg location.
There will be a minimum of a three-man crew per truck.
Each bidder must show evidence that they have the equipment and labor and are
qualified to deliver the machines for which they are the successful bidder.
Delivery and pick-up of voting machines and all inquiries are to be coordinated through
Mr. Keru'iy Stewart, Voting Machine Operations, at 1150 Schillinger Road, North,
Mobile, Alabama. He can be reached by telephone on (251) 574-8324.
Deliveiy for the May 19, 2026, Primary Election must be made Tliursday, May 14, 2026, Friday,
May 15, 2026, and Monday, May 18, 2026. Return of macliines will be Wednesday, May 20,
2026, Thursday, May 21, 2026, and Friday, May 22, 2026.

Deliveiy for the June 16, 2026, Runoff Election must be made Thursday, June 11, 2026, Friday,
June 12, 2026, and Monday, June 15, 2026. Return of machines will be Wednesday, June 17,
2026, Tliursday, June 18, 2026, and Friday, June 19, 2026.
Delivery for the November 03, 2026, General Election must be made Thursday, October 29,
2026, Friday, October 30, 2026, and Monday, November 02, 2026. Return of machines will be
Wednesday, November 04, 2026, Tliursday, November 05, 2026, and Friday, November 06,
2026
Note: In some instances, exceptions must be worked out witli individuals at the polling place for
delivery other than tlie designated days.
UPON SUBMITTING A BID, THE BIDDER GUARANTEES THAT THEY HAVE
INSURANCE SUFFICIENT TO COVER ANY DAMAGE TO MACHINES
SUSTAINED DURING PICK UP, DELIVERY, AND RETURN. (CIRTIFACATE OF
INSURANCE MUST BE SUBMITTED WITH BID).
COPIES OF CDL DRIVERS LICENESE MUST BE SUBBMITED WITH THE BID.
BIDDERS WILL SUBMIT A PER ELECTION BID INCLUDING A GRAND TOTAL
FOR ALL THREE ELECTIONS. BID WILL BE AWARDED TO THE LOWEST
GRAND TOTAL.
