BIDDER’S SUBMITTAL CHECKLIST
Quotations must be received by the time and date designated in the Request for Quotation. It is the
responsibility of the Bidder to email the bid before the indicated deadline to the designated location.
Bids received in the City’s procurement email repository after the designated closing time will be
determined late, nonresponsive and will not be accepted. The City is not responsible for Bidder’s late or
mishandled delivery, equipment or software failure, internet, or website downtime, corrupt or unreadable
data, or other technical issues that may cause delay or non-delivery of a bid or inaccessibility of the
submitted data. Bids received in the City email repository after the designated closing time will be
determined late, nonresponsive and will not be accepted.
If the Bidder obtains these documents by means of a website, electronic bulletin board, or copied from
a plan center, it is the responsibility of the Bidder to check for addenda to this solicitation prior to the
date and time quotations are due. To be notified of addenda, Bidder may email
contracts@albanyoregon.gov and request to be added to the Plan Holder’s list.
All quotations received electronically must be submitted in non-editable PDF format (no links) and must
use City-provided forms, if applicable, without unauthorized alterations. The total size limit for each email
submittal response must be less than 20 MB. An automated response should be generated back to the
sender stating, “Proposal has been received by the City.” If you do not receive a notification, you may
contact Diane Murzynski at contracts@albanyoregon.gov or 541-917-7522.
Bidder is responsible for ensuring it has the technical capability to submit its bid via electronic submission.
Bidder shall be solely responsible for ensuring timely submission of the bid and is highly encouraged to
prepare and allow for sufficient time to familiarize itself with the electronic submission requirements and
to address any technical or data issues prior to the bid due date.
The following should be received to be considered responsive:

Quotations due at 2:00 p.m., Tuesday, January 13, 2026
The City of Albany hereby extends a request for quotations to interested contractors to provide transport, level and
compact rock at the newly developed playground area of Deerfield Park, 2627 Del Rio Avenue SW, Albany. This rock
base will prepare the site for artificial turf installation. This project is part of a larger construction project for the
park reconstruction and exceeds $100,000. Prevailing wages will be applicable to the playground base for the
Deerfield Park Reconstruction Project. This procurement is being made in accordance ORS 279C.412, competitive
quotes for intermediate procurements. No federal funds are being used.
An Optional Prebid Site Visit will be held on Thursday, December 18, 2025, from 10:00 a.m. to 11:00 a.m., at
2627 Del Rio Avenue SW, Albany. Attendees will be reviewing the existing site conditions and will have the
opportunity to ask specific project related questions. Contractors wishing to bid the project are strongly
encouraged to attend. An attendance form will be available for sign-in to record Contractor’s interest.
Quotations must be submitted to Diane Murzynski, in the Finance Department, at procurement@albanyoregon.gov,
not later than 2:00 p.m. (Pacific Time), Tuesday, January 13, 2026, or any extension of time made by addendum.
Submittals will be considered time-stamped and received by the City when received in the procurement email inbox.
The email subject line should include the project name “RFQ# 251224, Playground Base – Deerfield Park”.
Quotations received after the closing date and time will not be opened or reviewed. The body of the email must
plainly identify (1) the project name, (2) the bid opening time and date, (3) the bidder’s name, and (4) the contractor’s
license number (per ORS 701). Bid totals will be distributed to all interested bidders.
Contract bid documents may be reviewed in the finance department at Albany City Hall. All who are known by the
City of Albany to have received a complete set of the bid documents will receive notification by email when there
are changes by addenda. For project information, email contracts@albanyoregon.gov.
Each Bidder must have access to a current set of City of Albany Standard Construction Specifications, which can be
found on the City’s website at https://www.albanyoregon.gov/standard-construction-specifications. All public
improvements are required to conform to these specifications and bid prices must reflect these specifications.
All City contracts contain a statement declaring that the bidder agrees to comply with the provisions of
ORS 279C.800 through 279C.870 regarding payment of prevailing wages. The City’s contract contains a clause which
incorporates by reference all of the provisions of ORS Chapter 279C which are applicable to public contracts. Bidders
are expected to be familiar with these provisions including, but not limited to, recent changes to ORS Chapter 279C.
No quotation will be received or considered unless the Bidder is licensed by the Construction Contractors
Board for construction projects or licensed with the State Landscape Contractors Board for landscaping
projects.
