1.0 Introduction
About the City of Austin

States Grand Prix-Formula 1, ACL Music Festival, South by Southwest, and its first major league
sports team, Austin FC (Major League Soccer).
The Austin area is home to major employers such as Dell Technologies, Tesla, Apple, Samsung Austin
Semiconductor, IBM, Whole Foods Market, Kendra Scott, and YETI Holdings, as well as the largest
employer in Austin, the State of Texas. The city is also home to the University of Texas at Austin, one
of the largest and most respected public research universities in the nation.
The City of Austin is committed to excellence in public service, sustainability, equity, and community
engagement. City departments operate under a Council-City Manager form of government and
provide a wide array of services to support residents, businesses, and visitors. This solicitation
supports the City's ongoing mission to promote responsible stewardship of public resources while
fostering a safe, inclusive, and thriving community.
2.0 Purpose
The purpose of this contract is to procure deconstruction training workshop services. Services will
consist of a hands-on deconstruction workshop that will teach participants deconstruction techniques
and procedures. The workshop will take place over the course of one week (5 days) and be designed
for 10-15 participants. Participants will primarily be people with experience in the construction and
demolition industries. Participants will deconstruct a building during the hands-on workshop. The
building will be provided by the City of Austin. The Contractor will provide a comprehensive overview
of deconstruction to participants, including tool use, safety, engineering concepts, material
organization and disposal (including salvage), legal considerations, and job site management.

3.0 Term of Contract
This Contract shall become effective on the date executed by the City ("Effective Date") and shall
remain in effect until the earliest of when the deliverables set forth in the Contract are complete or
the City terminates the Contract.
4.0 Background
The City of Austin has identified the need to increase building deconstruction and material
reuse (as opposed to demolition and landfill waste) in the Climate Equity Plan (2021), Austin
Resource Recovery's Comprehensive Plan (2023), and the Equity-Based Preservation Plan
(2024). However, Austin lacks businesses and individuals with expertise in deconstructing
buildings. In 2020, Austin Resource Recovery commissioned a study on the Economic Impact
of Austin's Construction and Demolition Recycling Ordinance. This study analyzed the
market conditions for deconstruction in Austin and found few organizations providing
deconstruction services.
5.0 Tasks/Requirements
5.1 Contractor's Responsibilities
1. Provide live, in-person, hands-on instruction and demonstration for
deconstruction of a residential structure over the course of a 5-day, 30- to 40-
hour workshop for 10-15 participants. This includes development of a
curriculum that includes:
a. Tool use
b. Safety
c. Engineering instruction
d. Material preparation, organization, and disposal, with a focus on
salvage
e. Legal considerations
f. Job site management
2. Over the course of the workshop, the Contractor will lead participants in
deconstructing the entire building and salvaging and preparing materials for
onsite storage. The workshop shall be conducted during normal business hours
(approximately 8 a.m. to 5 p.m.).
3. Contractor will follow safety procedures, including all applicable OSHA
regulations, and communicate safety rules to all attendees.
4. The Contractor should provide a pre- and post-training knowledge assessment.
The City will distribute the knowledge assessments and a participant survey
upon completion.
5. Contractor will provide necessary personal protective equipment for
themselves.
5.2 Contractor Deliverables
1. Schedule and meet with City staff at regular intervals to provide updates and
discuss logistics. Meetings should take place no less frequently than every 3

2. Develop schedule outline and curriculum
a. Schedule and curriculum must be approved by City staff prior to
execution of workshop.
3. Develop workshop "run of show" with roles, responsibilities, and timing for all
aspects. Develop a back-up plan if contractor is unexpectedly unable to attend
workshop. Develop inclement weather plan.

4. Execute workshop as scheduled, following curriculum and run of show.
5. Participate in final debrief meeting.
5.3 City's Responsibilities
1. Provide the demonstration building that will be deconstructed, including
necessary access and obtaining necessary permits. Provide plans, photos, and
other details about the building to the vendor in advance of the workshop.
a. The building to be deconstructed is located at 9501 FM 969, Austin, TX.
It is a one-story, wood-frame single-family home built in 1940 with an
area of approximately 1,100 to 1,500 square feet. A masonry addition
may be deconstructed during the workshop if time allows, at the
contractor's discretion.
b. The City will survey for lead and asbestos. The City will complete
remediation for asbestos, but materials containing trace amounts of
lead may still be present.
c. Provide tools required for workshop.
2. Provide restroom facilities and water onsite.
3. Provide site setup, including shade, chairs, tables and other necessities to
facilitate training.
4. Recruit and register attendees.
5. Provide supplemental instruction and/or materials to workshop participants
about the City's building permit process.
6. Provide waiver of liability for attendees.
5.4 Rights to Intellectual Property
1. The City owns and retains the rights to all educational materials and intellectual
property associated with, related to, and produced under the terms of this
contract including, but not limited to lesson plans, video, and written material.
2. The City reserved the right to reproduce and distribute any material designed
for this contract, including the right to place any material designed for this
contract on any City website.

6.0 Contractor Minimum Qualifications
6.1 The Contractor shall have provided services similar in scope to the services required in these
specifications: providing comprehensive, multi-day hands-on deconstruction training
services to a group of 10 or more professional contractors on a building site, preferably in
Texas. The Contractor shall have substantive, demonstrated experience in deconstruction
and building material salvage. Their response shall provide an explanation of how the firm
meets the minimum qualifications outlined in this section, as well as any additional
experience relevant to this project.

8.0 Designation of Key Personnel
The City and the Contractor resolve to keep the same key personnel assigned to this engagement
throughout its term. In the event that it becomes necessary for the Contractor to replace any key
personnel, the replacement will be an individual having equivalent experience and competence in
executing projects such as the one described herein. Additionally, the Contractor shall promptly
notify the City and obtain approval for the replacement. Such approval shall not be unreasonably
