Part I Proposal Requirements
Section IA General Information
1. Introduction The purpose of this Request for Proposals (RFP) is to permit qualified architects and/or
environmental engineering firms to submit proposals based upon their qualifications to provide
professional services for the development of bid specifications and project management support
associated with the decommissioning of four (4) groundwater monitoring wells and four (4) landfill
gas probes at the closed English Pit Landfill. The selected firm will assist Clark County in preparing
procurement documents and coordinating regulatory, permitting, and implementation activities
necessary to complete this work in compliance with applicable state and local requirements.
This is a qualifications-based selection process, do not submit costs with proposal.

2. Background The English Pit Landfill is a closed landfill facility owned by Clark County and located at approximately
912 NE 192nd Avenue, Vancouver, Washington 98684.
Site History
Clark County purchased the property in 1941. Prior to landfilling activities, the site was used as a gravel
source utilizing open surface mining techniques. Waste disposal operations began in 1954 and were
conducted under contract by various vendors until 1970. Clark County assumed operation of the landfill
in 1971. The landfill ceased operations and was closed in January 1979 with a non-engineered soil
cap. In 1986, the original closure cap was replaced with an engineered low-permeability final closure
cap.
The landfill encompasses approximately 5.5 acres and is rectangular in shape. The engineered cap
forms a flat-topped, gently graded dome rising approximately 40 feet above the original ground surface,
which averages approximately 290 feet above mean sea level (AMSL). Landfill cells extend
approximately 30 to 40 feet below the original ground surface (approximately 250-260 feet AMSL).
Waste was placed in unlined cells below ground elevation between 1954 and 1971, with additional
waste placement above ground continuing through 1979 to an elevation of approximately 330 feet
AMSL.
Regulatory History and Monitoring
In 1980, the site was listed on the U.S. Environmental Protection Agency (EPA) Comprehensive
Environmental Response, Compensation, and Liability Information System (CERCLIS) due to its
inclusion in the Eckhardt Report. Early inspections conducted by the Washington State Department of
Ecology (Ecology), the EPA, and the Southwest Washington Health District concluded that no evidence
of systematic hazardous waste disposal existed at the site. However, in 1985, Ecology recommended
periodic monitoring of groundwater and surface water for potential leachate seepage.

In 1988, EPA Region 10 notified Ecology of information alleging that cyanide waste may have been
disposed of at the site between 1964 and 1975. Subsequent investigations alleged that between 400
and 900 drums of hardened cyanide-laden solid waste may have been disposed of during that period.
A Phase II Site Inspection was conducted in August 1988, including sampling of seven nearby wells.
No cyanide or other constituents exceeding drinking water standards were detected. Ecology's Phase
I and II Site Inspection Report, issued in December 1988, recommended additional site sampling.
Four (4) groundwater monitoring wells were installed in November 1990-one (1) in an upgradient
location and three (3) in downgradient locations. The wells terminate at the interface of the upper
alluvial aquifer and the Troutdale Formation at an approximate elevation of 210 feet MSL. Groundwater
sampling conducted in December 1990 did not identify contaminants exceeding primary drinking water
standards. Manganese was detected above secondary (non-health-based) drinking water standards.
No volatile organic compounds or cyanide were detected.
In 2001, Clark County Solid Waste, Clark County Public Health, and Ecology received renewed citizen
concerns regarding historic cyanide disposal. Clark County subsequently retained SCS Engineers to
resume groundwater monitoring and install landfill gas probes. A Maintenance and Monitoring Plan
was developed and approved in July 2002, after which four (4) gas probes were installed and
monitoring activities resumed (Exhibit A).
Groundwater and landfill gas monitoring continued through 2008, with no contamination or landfill gas
detected. Clark County Public Health and Ecology recommended that monitoring be discontinued.
Current Conditions
Hewlett-Packard (HP) is currently developing the parcel immediately west of the landfill (Tax Lot No.
176374000). A survey conducted in 2023 determined that three (3) of the monitoring wells are located
on HP property. An easement granted to Clark County in 1990 requires the County to decommission
the wells if monitoring is discontinued for two (2) years or more. HP has formally requested that the
County proceed with decommissioning the wells.
Access to the wells located on the HP property is constrained by trees and vegetation. Tree removal
may be required to allow access for well drilling equipment. The City of Vancouver requires permits for
tree removal within city limits.
In 2025, Ecology reviewed the historical monitoring data collected between 2002 and 2008 and
confirmed that continued monitoring is not required and that the wells may be decommissioned in
accordance with standard well decommissioning regulations.

3. Scope of Scope of Work
Project The selected firm shall provide professional environmental engineering and project management
services to support the decommissioning of groundwater monitoring wells and landfill gas probes at
the English Pit Landfill.
At a minimum, the scope of work shall include the following:
1. Development of Bid Specifications
The proposer shall prepare technical specifications and supporting documentation for two (2) separate
competitive bid solicitations to be issued by Clark County:
a. Well and Gas Probe Decommissioning
Prepare bid specifications for a licensed well drilling contractor to decommission four (4)
groundwater monitoring wells and four landfill gas probes in accordance with applicable
Washington State regulations and Ecology requirements. The proposer may subcontract with
or consult a licensed well driller as necessary to support development of technically accurate
specifications.
b. Vegetation and Tree Removal
Prepare bid specifications for assessment and removal of trees and vegetation as necessary
to provide access for well decommissioning equipment. Specifications shall account for
permitting requirements of the City of Vancouver and applicable environmental and safety
standards.
Clark County Solid Waste staff and Clark County Purchasing will be responsible for issuing and
administering both bid solicitations using the specifications developed by the proposer.
2. Project Management and Regulatory Coordination
The proposer shall provide overall project management services, including:
* Coordination with Clark County staff, contractors, regulatory agencies, and property
owners as necessary
* Identification of applicable permitting, reporting, and regulatory requirements
* Preparation and submission of required permit applications, notifications, and reports
* Coordination of work sequencing between vegetation removal and well decommissioning
activities
* Oversight of contractor compliance with specifications and regulatory requirements
* Documentation of project completion and regulatory closeout
3. Deliverables
Deliverables shall include, at a minimum:
* Two (2) complete sets of bid specifications

4. Project No state, federal, or private grant funding is anticipated for this project. Funding will be provided entirely
