DECOMMISSIONING & DEMOLITION SERVICES -
KAYENTA WASTEWATER TREATMENT PLANT
Navajo Tribal Utility Authority (NTUA) is soliciting proposals from qualified and experienced
contractors to provide demolition and decommissioning services for the retired wastewater
treatment lagoon facility located in Kayenta, Navajo County, Arizona.
A mandatory virtual pre-proposal conference will be held via Microsoft Teams on August 28, 2026
at 10:00 a.m. (MDT). Attendance at this conference is mandatory. Only Offerors who attend the
virtual pre-proposal conference will be eligible to submit a proposal in response to this solicitation.

Proposal and Cost shall each be submitted, electronically to avisj@ntua.com in separate PDF
attachments clearly labeled: for the Proposal "DO NOT OPEN - DECOMMISSIONING &
DEMOLITION SERVICES - KAYENTA WWTP (PROPOSAL)" and for the Cost "DO NOT
OPEN - DECOMMISSIONING & DEMOLITION SERVICES - KAYENTA WWTP (COST)"
and received electronically by September 11, 2026 at 5:00 p.m. (MDT).

Preference will be applied in accordance with the Navajo Business and Procurement Act (12

regulatory requirements. Proposers must submit evidence of their Preference Priority Certification
