REQUEST FOR PROPOSALS
Comprehensive Downtown Parking Study and Electronic Parking System Assessment
IMPORTANT - DUAL SUBMISSION REQUIRED
Proposers are required to submit proposals by BOTH of the following methods:
* Electronically through BidNet Direct (MITN) at www.BidNetDirect.com; and
* As a sealed paper copy delivered to the DDA Office, 101 1st Street, Bay City, MI.
Failure to submit by both methods may result in the proposal being deemed non-
responsive.
Proposals Due: Wednesday, August 26, 2026 at 2:00 p.m. (Eastern Time)
All proposals must be received by both submission methods no later than the stated
deadline. Proposals not received electronically and as a sealed paper copy by this time
may be rejected.
The City of Bay City Downtown Development Authority (DDA) is soliciting proposals for
a Comprehensive Downtown Parking Study and Electronic Parking System
Assessment. The selected firm will provide a data-driven evaluation of downtown
parking conditions and recommend a long-term operational and technology strategy.
Proposal documents, addenda, and electronic submissions shall be managed through
BidNet Direct (MITN). Vendors must register at:
www.BidNetDirect.com
It is the vendor's responsibility to check BidNet Direct for any addenda issued prior to
submission.
Sealed paper proposals are required as one of the two submission methods and must
be clearly marked:
"Comprehensive Downtown Parking Study and Electronic Parking System
Assessment"

Vendors shall submit only one proposal. The electronic and paper submissions must be
identical in content.
The City of Bay City, Downtown Development Authority, has absolutely reserved the
right and prerogative to reject any or all bids as well as to waive any irregularities and
informalities. The award of the contract, if it is awarded, will be to a responsible and
responsive Proposer whom the DDA, in its sole discretion and judgment, determines will
be in the best interest of the DDA, and which will not exceed the funds available for the
project.
