Summary
The District of Columbia Government (the “District”), acting by and through its Department of General Services (the “Department” or “DGS”) Division of Contracts and Procurement seeks to engage multiple qualified District licensed Elevator Contractors under NIGP Commodity/Services Code (NIGP): 9101317 - ELEVATOR MAINTENANCE AND REPAIR SERVICES to provide Turnkey District-Wide Conveyance System Inspection, Testing, Maintenance and Break/Fix Services including inspections, testing, preventative maintenance (“ITM”) and repair services (the “Services”) located at various District of Columbia owned and/or operated facilities.
Background
DGS encompasses a range of specialized Divisions, such as Portfolio Management, Facilities Management, Capital Construction, Sustainability + Energy, Contracts and Procurement, Protective Services, Information Technology, and others, collectively staffed by a dynamic workforce exceeding 700 full-time employees. Rooted in a core mission and attendant obligations, DGS is steadfastly committed to fostering a safe and sustainable environment throughout all properties owned or managed by the District, as prescribed by D.C. Code § 10-551.01(b)(4) delineated in the Department of General Services Establishment Act of 2011.
The Contractor shall develop and maintain maintenance strategies, staffing plans, and operational practices calibrated specifically to the complexity of the District’s portfolio. Generic or “one‑size‑fits‑all” maintenance approaches shall not constitute acceptable performance.
The Contractor shall provide a comprehensive, fully integrated, performance‑based conveyance asset‑management program capable of supporting high‑volume municipal operations on a 24/7/365 basis.
This program shall include continuous monitoring, proactive intervention, predictive analytics, enhanced inspection readiness, and operational practices designed to maximize equipment reliability, minimize unplanned downtime, and ensure uninterrupted service for all District facilities.
The Contractor shall ensure that asset‑management activities are aligned with District operational priorities, regulatory requirements, OEM standards, and Service Level Agreements (“SLA(s)”).
