Summary

DBH is soliciting bids to replace twenty-three (23) of (44) existing fixed cameras with twenty-three (23) Hanwha QNF-C9010 or QNF-C9010V fisheye cameras. This project is a direct camera replacement utilizing the existing infrastructure. While there are 23 cameras there will be 22 housings to be replaced. Please note for installation purposes, all cameras will be mounted in/on ceilings no higher than 10'.

Description of work to be completed
· Remove and properly dispose of twenty-three (23) existing fixed cameras.
· Furnish and install twenty-three (23) Hanwha QNF-C9010 or QNF-C9010V fisheye cameras.
· Provide and install flush mount adapters for all cameras.
· Utilize existing cabling and network infrastructure for all replacements.
· Install, configure, and program all cameras into the existing Milestone VMS.
· Verify camera functionality, field of view, and recording within Milestone.
· Perform basic system testing to confirm proper operation.

Due to market conditions, DBH is willing to accept bids for either camera variant (QNF-C9010 or QNF-C9010V) as long as work can be complete by June 30, 2026.

The winning Supplier will act as the primary contractor for all goods and services, including third-party installation. The Customer shall have no direct contractual relationship or payment obligation to any third-party installer. All work performed by third parties must be billed through the Supplier's final invoice.

Process

The State of Ohio – Department of Behavioral Health will award this project to the lowest-cost, responsive and responsible supplier. The awarded supplier must include all applicable costs for delivery, setup, and warranty in their submission.

Substitutions are not permitted unless explicitly authorized within the solicitation documentation.

All pricing must be clearly entered into the OhioBuys item grid. If a separate quote is submitted, the total must exactly match the amount listed in the item grid. Discrepancies may result in disqualification.

DBH reserves the right to purchase up to the full quantities specified in the sourcing project.

Important: All vendor inquiries must be submitted exclusively through the Inquiry Field in OhioBuys. Questions submitted through other channels will not be considered.

In the event of a tie bid, the sourcing project will be awarded to the first responsive and responsible bid received by the date and time stamp in OhioBuys.
