  16. Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) that is capable of carrying a minimum of 235,000 bbls of clean product within vessel’s natural segregation in designated cargo tanks with double valve isolation.

  17. Place of Contract Performance: The place/range of delivery is Sea of Japan, Range and Port in Charterer’s Option; and the place/range of redelivery is Mediterranean Sea, Range and Port in Charterer’s Option. The laydays commence 27 April and cancel 28 April 2026, and the period of performance will be about 40 days for a chartered vessel.

  18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The Director of MSC’s Office of Small Business Programs has concurred with this decision.
