Title: Data Preparation and Instructional Guide for Title VI Equity Analysis and Reporting

The Regional Transportation District (RTD) Transit Equity Office (TEO), within the Civil Rights Division, seeks professional consulting to support with data analysis preparation, documentation and training aides. The consultant will prepare, clean, validate and document key demographic, geographic, and operational datasets to support Title VI equity analyses required by the Federal Transit Administration (FTA), including Service Equity Analyses, Limited English Proficiency (LEP) assessments, and Service Performance Monitoring (SPM).
The effort will ensure that RTD's data sources, spanning the U.S. Census Bureau's American Community Survey (ACS), Colorado Address Database, Longitudinal Employer-Household Dynamics (LEHO) and Local Origin Destination Employment Statistics (LODES), ESRI Business Analyst, General Transit Feed Specification (GTFS) data, Denver Regional Council of Governments (DRCOG) regional datasets, and language access data, are standardized, accurate, and fully documented through detailed Standard Operating Procedures (SOPs) or alternative instructional tool.
This project will enhance TEO's internal capacity to replicate data collection and preparation prior to completing Title VI equity analyses and to maintain compliance with the Federal Transit Administration (FTA) Circular 4702. lB and RTD's 2025-2028 Title VI Program.
This effort will build a durable analytical foundation that enables RTD staff to perform service equity, fare equity, and performance monitoring analyses accurately and independently in future cycles.
