DESCRIPTION

This is a Request for Information (RFI) only, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e) as part of market research. This RFI is issued solely for information and planning purposes only – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities at betasam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The US Army Aberdeen Test Center (ATC) is searching for potential sources that are capable of performing Data Collection Support Services for a new contract. The intent of this RFI is to gauge industry/small business interest, capabilities and relevant experience to support ATC‘s major test mission areas of automotive, firepower, survivability/lethality, and the warfighter as it relates to data service functions to include data collection and coordination, data compilation, data collection form development and management, data collection user and software administration, transcription/processing, review and reporting, test monitoring, technical writing and editorial review, on a wide variety of automotive, combat, electronic, general equipment, and ordnance materiel undergoing extensive testing; in addition, range scheduling support, word processing, data processing, and other support services. The preponderance of work is under the primary North American Industrial Classification System (NAICS) code of 518210-Data Processing, Hosting and Related Services.

Industry Day: This acquisition was scheduled to be presented at the next Advanced Planning Brief to Industry, 28-30 Apr 20. This was delayed due to the COVID-19.

Estimated Period of Performance a 5 year ordering period with a period of performance of up to 7 years.

Place of Contract Performance: There are multiple places of performance which are determined at the delivery/task order level; however, the majority of the work will be performed at Aberdeen Proving Ground, Maryland.

Contract Type: At this time, this requirement is anticipated to be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Cost-Plus-Fixed Fee (CPFF) and Other Direct Cost task orders.

Major Data Services: Perform work in fields such as data service functions to include data collection and coordination, data compilation, data collection form development and management, data collection user and software administration, transcription/processing, review and reporting, test monitoring, technical writing and editorial review, on a wide variety of automotive, combat, electronic, general equipment, and ordnance materiel undergoing extensive testing; in addition, range scheduling support, word processing, data processing, and other support services.. Interested sources shall submit a package demonstrating their relevant experience and ability to provide services in this RFI.

1. Technical Data Collection Support. This function entails data collection and coordination; capturing and processing of images and video data; researching technical questions; reviewing data for accuracy and validity; data compilation, transcription processing and validation; implementing changes to data collection forms: support the Data Quality Branch; training; and workload planning and scheduling on a wide variety of automotive, combat, fire control, electronic, robotics, general equipment, ordnance, commercial-off-the-shelf (COTS) and materiel undergoing testing. The Contractor shall also participate in long range staff planning (staffing, training, assignments, etc.) with Government personnel to ensure availability of required resources to execute workload.

2. Technical Computer Operators. Perform data collection form assembly, formatting, development and management; provide data collection user and software administration support; transcribe and process test data; query database to generate outputs reports; and provide information/instructions on usage

3. Technical Writing, Editing and Word Processing Support. Perform technical writing functions to include creating/compiling/organizing contents, researching, tables, publications, databases, multimedia formats, writing, formatting, editing, and/or proofreading technical and non-technical documents that may include, test plans, detailed test plans, interim data reports, final test reports, test records, event records, associated routing documents, Test Operations Procedures, International Test Operations Procedures and technical briefings.

4. Technical Range Scheduling Support. Coordinate scheduling requirements for operational resources, e.g., (facilities, equipment, personnel, and skills) of Aberdeen Test Center (ATC); validate test schedules for resources associated with testing of firing systems/ammunition, for testing of automotive materiel, for range training activities, and for non-firing mission requirements.

2. Organizational Conflicts of Interest (OCI): ATC is one of the six (6) Army Major Range and Test Facility Bases (MRTFBs), responsible for both developmental and operational testing. As such, compliance with Title 10 United States Code Section 2399 and Federal Acquisition Regulation (FAR) Subpart 9.5 is a significant factor in award of this contract. The statutory OCI provision prohibits the involvement of a contractor in the operational test and evaluation of its own systems and equipment other than contractors who will support those systems in a combat deployment. In other words, contractors working on Army system development programs may not participate in ATEC support contracts for operational testing and evaluation. In order to address OCI issues early in the acquisition process, please respond to the following:

a. Describe the process used to complete an enterprise review across all business and affiliates to identify any governmental developmental work performed as either a prime or subcontractor.

b. Describe any potential OCIs as they relate directly to Data Collection Support Services.

c. If there are any potential or actual OCIs in your company, you will be required to submit a full and comprehensive OCI mitigation plan when you respond to the Request for Proposal (RFP). At this time, briefly discuss your OCI mitigation plan which shall address each actual or potential OCI.
