Project Description: NOTICE TO BIDDERS
DARBY TOWNSHIP
Online sealed bids for improvements to Conway Park will be received by Darby Township online via the PennBid Program at www.PennBid.net until 10:00 AM, on March 4, 2026 at which time and place they will be opened and read aloud.

All Bid Documents, Construction Plans and Specifications are available online via the PennBid Program at www.PennBid.net at no cost to prospective bidders.

The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 of 1% of the contract award value. There is a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.

A bid bond in the amount of ten percent (10%) of the total bid, made payable to Darby Township, must accompany each bid. Attention of Bidders is called to all of the requirements contained in the bid package, particularly to the Pennsylvania Prevailing Wage Rates, Public Works Employment Verification, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price.

The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions. Davis Bacon and Related Acts, Build America Buy America Act and Section 3 Final rule threshold requirements for contracts over $200,000 in HUD funds.
The Board reserves the right to reject any and all bids and the right to waive any technicalities which they deem are in the best interest of the Township.
