Desktop Driving Simulator
Specifications
I. Public Bid Opening: A Public Bid Opening for this Solicitation will be held virtually via
Microsoft Teams on July 22, 2026 at 12:00 PM (EST). Please contact Amy Mifka at
amifka@pa.gov for a meeting invitation prior to the event.
II. Questions & Answers: All questions pertaining to this Solicitation must be made by
July 15, 2026, at 12 Noon (EST). All questions and answers will be posted to the
Solicitation in eMarketplace for public viewing. Only questions submitted via email to this
Solicitation will be answered. Please send you question(s) via email to Amy Mifka at
amifka@pa.gov.
III. Statement of Project: The following specifications are for (1) Mobile Desktop Driving
Simulator with 34" curved HD monitor equipped with Impaired/Distracted Driving
software. The items must be brand new. The Successful Bidder will be responsible for
delivering the requested items to 55 Keystone Industrial Park Road, Dunmore PA 18512
no later than 30 days after receiving a fully executed Purchase Order. PennDOT
Reserves the right to inspect the items requested to ensure they meet the specifications
below prior to releasing final payment. The Successful Bidder shall be the
fabricator/manufacturer of the simulator and accessories or shall be an authorized
dealer of the fabricator's /manufacturers' merchandise. Specifications below are
requirements; no substitutions are permitted.
IV. Warranty: One (1) One-year warranty to include all parts and labor for the simulator,
computer, and all components. Free updates and unlimited phone calls for the life of the
equipment.
V. Delivery: The Successful Bidder will be responsible to deliver the Simulator and
Accessories to the address below. There will be a separate line item on the bid for
shipping. Please include any applicable shipping charges when submitting the bid.
Delivery must be scheduled at least three days in advance to ensure PennDOT
representatives are available for the final delivery inspection. Delivery must be made to
the address below no later than Thirty (30) days after Successful Bidder receives a fully
executed PO.

VI. Included Equipment: The following equipment shall be included in the price of the
simulator: One set of three hard-shell portability cases equipped with handles and
wheels for local transport of all Simulator components. Please do not ship hardware in
cases.
VII. Worker Protection: Pursuant to Executive Order 2021-06, Worker Protection, and
Investment (October 21, 2021), the Commonwealth is responsible for ensuring that
every Pennsylvania worker has a safe and healthy work environment, and the
protections afforded them through labor laws. To that end, contractors and grantees of
the Commonwealth must certify that they are in compliance with all applicable
Pennsylvania state labor and workforce safety laws. Such certification shall be made
through the Worker Protection and Investment Certification Form (BOP-2201) and
submitted with the bid, proposal, or quote.
VIII. Deliveries: Contact Amy Mifka at 570-963-4932 or Art Moran at 570-290-5920 to
schedule delivery Monday - Friday 7:00 am to 3:00 pm excluding the following holiday
schedule for the remaining calendar year of 2026. No deliveries shall be scheduled to
occur on the following holidays unless written permission to do so is provided:

2. Columbus Day
3. Veteran's Day
4. Thanksgiving Day
5. Day after Thanksgiving Day
6. Christmas Day
