D81465 & D81468: Indefinite Quantity (IQ) Personnel Services for Independent Safety Assessor (ISA) Support of New Technology and Relay-Based

The Metropolitan Transportation Authority (“MTA”), acting by and through MTA Construction and Development Company (“MTA C&D”), seeks to retain the services of one or more consultant firms (each, the “Consultant”) to provide independent safety assessor (“ISA”) support services for various signaling and related technology projects on an as-needed basis for the MTA and the New York City Transit Authority (“NYCT”). Such projects may involve Communications Based Train Control (“CBTC”), Solid State Interlocking (“SSI”), Ultra-Wide Band (“UWB”), and other processor-based signaling systems. ISA support services will include the safety assessment and safety certification of train control and signaling systems. References to MTA in this Technical Scope of Services shall be interpreted broadly to include MTA and any of its subsidiary or operating agencies.

Major elements of the Project include, but are not limited to the following:

• Audits of CBTC and signaling system suppliers
• Safey assessment of hazards, mitigations and safety analyses
• Review/audit of safety critical/vital key software algorithms
• System-subsystem safety report (hardware/function-based)
• Verification of the system suppliers’ Mean Time Between Hazardous Events (MTBHE) calculations
• System control risk assessment, compliant with FRA CFR 49 236 Subpart H
• Monthly project status and issue reports and meetings
• Formal method-Theorem Proving
• Application Logic Model Checking/site-specific design-logic and data-tables
• Data Management for ISA work products
• Participation in technical and project meetings/working groups
• Reviews of system supplier submittals
• Threat and Vulnerability Assessments (“TVAs”), Technical Studies
• System safety certification recommendation-reports and participation in System Safety Certification Board meetings
• Maintenance Phase Support
• Interoperability Interface Specification safety assessment support
