D&B Hoovers

The Minnesota Department of Revenue (MDOR) intends to renew an agreement with Dun and Bradstreet for up to twelve months to provide D&B Hoovers, a commercial database platform. D&B Hoovers is used by MDOR to research out-of-state companies that are doing business in Minnesota to determine if they have a filing requirement in the state. Because MDOR uses this database specifically for revenue, tax collection, and compliance monitoring, the quality and size of the business database is essential to their operations.

MDOR determined that D&B Hoovers is the only commercially reasonably available product to support their business needs. This is deemed a single source purchase because D&B Hoovers is solely distributed and supported by Dun and Bradstreet and is not available from other third parties.
