SPECIFICATIONS AND PRICING

1.  description: The purpose of this Invitation to Bid (ITB) is to obtain a contractor to provide the 2026-2027 Ohio Aeronautical Charts for use by the Ohio Department of Transportation Office of Aviation.

2.  quantity: 4,000

3.  unit PRICE AWARD: Bidder shall not insert a unit cost more than 3 digits after the decimal point.  Digit(s) beyond 3, after the decimal point shall be dropped by DAS and not used in evaluation and any subsequent award. To determine the low lot total price of the ITB, the state will multiply the estimated usage by the corresponding unit price.

4.  specifications:

A.   SIZE: 31” x 34-1/2” flat, folded to approximately 6-1/4” x 11-1/2”.

B.   STOCK: Charts shall be printed on 27# High Wet Strength Map Paper, non-Rag, Sulfite-sulfate, free from unbleached or ground wood pulp, and shall meet U.S. Government Printing Office Paper specifications for JCP E20.  No Substitutions will be allowed.  This paper is exempt from the Grade Finders Requirement. LIST PAPER MANUFACTURER AND BRAND.

  1. PRESSWORK: Shall print offset.  Prints two sides, head-to-head, heavy coverage, tight registration.
  1. PROCESS: 4/C, CYMK, process color inks over 4/C, CYMK process color inks, for a total of 4 color inks over 4 color inks. The state’s Search & Rescue (SAR) grid will remain a separate process black overprint.
  1. FOLDING: 34-1/2" side accordion fold to 6-1/4", right angle, 31" side fold 1/3, 1/3 to 11-1/2".
  1. SUMMARY: 350 charts with State Search & Rescue grid overlay: 100 flat and 250 folded.
Balance of charts: 100 flat, with the remaining quantity to be folded.

G.   SUPPLIED TO VENDOR : High-Resolution .pdf files of the information and artwork will be provided; the chart content is the responsibility of the vendor. Return all state supplied materials to the proof to person.  All materials furnished to or prepared by the successful bidder shall become the property of the Ohio Office of Aviation upon completion of the contract.
  1. PROOF: Five color proofs required. Four unfolded (flat) color match proofs, two with the state SAR grid, two without and one additional proof folded as representative of the finished product. Proofs shall be delivered to:  George Poulos, ODOT – Office of Aviation, 2829 West Dublin-Granville Road, Columbus, OH 43235.

If the vendor wishes a proof to be returned by Next Day Air, a completed return shipping label charged to the vendor’s account shall be provided with the proof(s).

J.    PACKAGING: Charts shall be packed in suitable like cartons and labeled with title and quantity.
  1. ADDITIONAL SPECIFICATIONS:

General Design & Content: Charts to be similar in appearance and form to U.S. Government Sectional Aeronautical Charts. The map side is to consist of a four-on-four color aeronautical chart of the State of Ohio at a scale of 1:500,000.  Back side of chart to consist of four-on-four color, with the Cleveland and Cincinnati Class B Airspace Charts, full color front and back cover photos and other information to be supplied by the State.

Cartographic Specs: The full state map content, detail, type size and line weights will adhere to U.S. Governmental Sectional specification.  Aeronautical information shall be as portrayed on U.S. Government Sectional charts with accuracy and currency of the information to be the responsibility of the Contractor. The State requires that all aeronautical information and tall tower information shall be current to a date of at least 30 days from the date the chart is printed. The latest U.S. Government Sectional Charts will be used as the current source of drainage, cities, railroads, towers, and other obstructions to flight.

Additional Requirements: Vendor to supply via electronic transfer, digital copies of the following:

Right of Inspection: The ODOT Office of Aviation reserves the right to inspect at any time on contractor’s premises all materials and processes being used in connection with the production of the Ohio Aeronautical Chart.

Bidding contractors must also have the ability to send and receive materials via the internet.
