Details
Oregon State University intends to contract for the provision of a customized residual stress X-ray diffraction (XRD) system from Proto Manufacturing Inc. as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services. Other suppliers offer units that are general use tools, this allows coverage of many types of materials but are not as complex or customizable enough to fit our research needs. Proto Manufacturing Inc. is the only known supplier offering a system specifically designed for residual stress measurement in complex geometries typical of metal additive manufacturing (MAM). The System meets minimum specifications that include:
• A robotic arm for scanning intricate parts.
• Real-time analysis capabilities.
• Customization that is tailored for Oregon State Universities current research needs.
This equipment is essential to OSU’s current research on the effects of process parameters—including laser power, scan pattern, and beam shape—to achieve microstructure and residual stress control. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by 10/24/2025 at 10:30 am PST.
