I. Introduction
The City of Bangor and Bangor Water District (owner) requests proposals from qualified
contractors to install approximately eight hundred and fifty (850) linear feet of new eight-inch
(8") SDR35 PVC sewer pipe, six (6) four foot (4') sewer manholes, approximately eight
hundred and eighty six (886) linear feet of new 15-inch (15") HDPE storm drain, one (1) eight
foot (8') diameter drainage manholes, six (6) four foot (4') diameter drainage manholes,
sixteen (16) four foot (4') diameter catch basins, approximately eight hundred and sixty
(860') linear feet of new twenty four inch (24") HDPE watermain, ten (10) linear feet of
new sixteen inch (16") HDPE watermain, fifteen (15) linear feet of new twelve inch (12")
HDPE watermain, forty (40) linear feet of new ten (10") HDPE watermain, one hundred
(100) linear feet of new twenty eight inch (8") HDPE watermain, thirty (30) linear feet of new
six inch (6") HDPE watermain and associated appurtenances beginning at the
intersection of Cumberland & Harlow Court extending to the intersection of Cumberland
& Center Street. This Work will require maintaining the existing in service twenty-inch
(20") watermain until the entire new twenty-four inch (24") HDPE watermain is installed. This
Work will also include maintaining sewer flows, maintaining storm drain flows, erosion
control, and traffic control. Refer to "Scope of Services" and "Duration of Services" for
additional information. This project is a joint venture between the City of Bangor and the
Bangor Water District.
II. General Information
General information is available on the City's website at the following web
address: www.bangormaine.gov/proposals. By submitting a response to this solicitation,
the bidder accepts the responsibility for downloading, reading and bidding by the terms
and conditions set forth in the City's "General Information for Vendors".
Hardcopies of the plans and specifications may be obtained at the Engineering Department,
73 Harlow Street, Bangor, Maine 04401, for a fifty-dollar ($50.00) charge. If plans need
to be mailed, an additional fee of fifty dollars ($50.00) will be charged for the cost of
shipping.

In your proposal, please specify whether you currently have or are in the process of
developing a domestic violence policy. If you do not have such a policy, let us know if you
would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission of Proposals
For consideration, submit the proposal Bid Form (Appendix A) electronically or in an
envelope via the submission methods listed below. The envelope or subject line must be
clearly marked as "Proposal No. P26-20: Cumberland St. Sewer Separation & Water
Main Replacement 2026."
Submissions must be received by 2:00 P.M. on Wednesday May 13, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov ; or
B. Hand Deliver to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to City of Bangor: Purchasing Department, 73 Harlow
Street, Bangor, ME 04401; or
D. All Other Delivery Services addressed to City of Bangor: Purchasing Department
73 Harlow Street, Bangor, ME 04401.
All submissions should reference "P26-20: Cumberland St. Sewer Separation & Water
Main Replacement". Proposals will be publicly opened at the time stated above in the Paul
Bunyan Room, near the side elevator on the first floor, 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible
after the opening date. Visit www.bangormaine.gov/bidtabs for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information
IV. Pre-bid Meeting
A non-mandatory, informational pre-bid meeting will be held at 10:00 AM on Tuesday,
April 28, 2026, at the project site on Cumberland Street near the intersection with Harlow
Street, Bangor, ME.
V. Questions
All questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.
on Friday, May 1, 2026.
The City will provide a response by 4:30 P.M. on Wednesday May 6, 2026. This response
will be in the form of an addendum, accessible on the City's website. Notifications will be
sent to the Registered Vendor List when new addenda are released. To receive these

VI. Scope of Services
A bid form is included as Appendix A. Specifications are attached as Appendix B and C.
Plans and details are attached as Appendix D.
The scope of services includes, but is not limited to, the following:
A. Provide a designated project manager.
B. Provide a construction schedule detailing sequence of work to maintain
existing in-service water main until installation of new water main
complete.
C. Provide and implement a traffic control plan.
D. Provide adequate erosion control measures to protect adjacent natural
resources in accordance with all state and local regulations.
E. Obtain all necessary permits.
F. Confirm the location of all existing utilities in the field.
G. Replace site features after completion of installation as noted on plans.
H. Install approximately eight hundred and fifty (850) linear feet of new eight-
inch (8") SDR35 sewer pipe.
I. Install approximately twenty one (21) linear feet of new twelve-inch (12")
SDR35.
J. Install six (6) four-foot (4') diameter sewer manholes.
K. Install approximately one hundred and eighty-nine (189) linear feet of new
twelve-inch (12") HDPE storm drain.
L. Install approximately eight hundred eighty-six (886) linear feet of new
fifteen-inch (15") HDPE storm drain.
M. Install approximately thirty-five (35) linear feet of new eighteen-inch (18")
HDPE storm drain.
N. Install approximately seventy (70) linear feet of new forty-eight-inch (48")
HDPE storm drain.
O. Install one (1) eight-foot (8') diameter drainage manhole.
P. Install six (6) four-foot (4') diameter drainage manhole.
Q. Install sixteen (16) four-foot (4') diameter catch basins.
R. Install approximately eight hundred and sixty (860) linear feet of new
twenty-four-inch (24") HDPE water main and associated appurtenances.
S. Install approximately ten (10) linear feet of new sixteen-inch (16") HDPE
watermain and associated appurtenances.
T. Install approximately fifteen (15) linear feet of new twelve-inch (12") HDPE
watermain and associated appurtenances.
U. Install approximately forty (40) linear feet of new ten (10") HDPE
watermain and associated appurtenances.

V. Install approximately one hundred (100) linear feet of new twenty-eight-
inch (8") HDPE watermain and associated appurtenances.
W. Install approximately thirty (30) linear feet of new six-inch (6") HDPE
watermain and associated appurtenances.
X. Maintain the existing infrastructure including use of supports or other
apparatuses to prevent damage while excavation takes place as needed
or directed by the engineer.
Y. Maintain flow of existing storm drainage system, sewer system at all
times.
Z. Full box cut and regrade of pavement section within the limits shown on
plans.
AA. Restriping of all pavement markings as shown on plans
BB. Restore all vegetated areas.
Contractor to provide as-built plans following construction completion, including locations
of all service connections.
All work, as shown on the plans, shall be completed by December 1, 2026. All paving
activities shall be completed by November 20, 2026.
VII. Instructions and Information for Proposers
The following provides a general description of information required in the proposals and
the format to be followed. Proposers must furnish all information requested and follow the
instructions as noted herein.
Proposers shall ensure that all information required herein be submitted with the proposal.
Additional useful information pertaining to the Scope of Services, Contract Terms and
Conditions, or Evaluation Criteria is appreciated and should be included in the proposal.
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal
price. Upon request, a tax exemption certificate for the City of Bangor shall be
furnished to the successful Proposer
B. Bid Form and Requirements: The Bid Form, included as Appendix A in this request
must be completed and returned for a proposal to be considered.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor and Bangor
Water District as an additional insured where applicable and a copy of the
certificate of insurance shall be provided to the City of Bangor prior to
commencement of work:
Worker's Compensation Insurance Statutory
Employer's Liability Insurance $500,000 each accident
$500,000 disease - policy unit

Comprehensive Automobile Liability $1,000,000 combined, single limit per
accident
Commercial & General Liability $1,000,000 combined single limit

VIII. Rejection
The City of Bangor and Bangor Water District reserves the right to reject any and all
proposals received and to waive any informality, technical defect, or clerical error in any
proposal as the interest of the Owner may require.
Rejection of any proposal shall be construed as meaning simply that the Owner does not
deem the proposal to be acceptable or that another proposal is deemed to be more
advantageous to the Owner for the particular services proposed.
IX. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the Owner during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in
writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the
Proposer.
X. Award
The Owner will select the proposal deemed most advantageous, appropriate and beneficial
to the Owner. The contract will be awarded by the Owner to the Proposer best able to
provide the services required.
The evaluation of proposals and determination of the award will be at the discretion of the
Owner and its judgment shall be final and without right of recourse by any Proposer.

XI. Proposal Organization
1. Work Schedule: The proposal shall include a work schedule and a brief description of the
methods and resources the Proposer will employ to accomplish the proposed Work.
2. Additional Items: In addition to the General Qualifications, the following items must be
provided:
Bid Bond: Each proposal shall be accompanied by a bid bond in the amount of 5%
of the total bid price to guarantee Vendor intent to enter into a contract with the City
of Bangor and Bangor Water District using the attached Bid Bond form included
herein.
Performance and Payment Bond: Upon award, contractor shall furnish a performance
bond and a payment bond, each in an amount at least equal to the Contract Price, as
security for the faithful performance and payment of all of the Contractor's obligations
under the Contract. Contractor shall obtain the required bonds from the surety
companies that are duly licensed or authorized in the jurisdiction in which the Project
is located.
XII. Preparation
Before submitting a proposal, all prospective Proposers are encouraged to carefully examine
the proposal documents, specifications, visit the City, and fully inform themselves as to the
existing conditions and limitations under which the Work will be performed.
Each Proposer shall make his/her proposal from his/her own examinations and estimates
and shall not hold the owner, its agents or employees responsible for any information
received from them.
Proposals should be prepared providing a straight forward, concise delineation of the
capabilities proposed to satisfy the requirements of the Owner. Completeness and clarity of
content are requested. All brochures, presentations, and items submitted in support of
proposals will become part of the contract.

XIII. Selection
Selection Criteria:
Each proposal will be evaluated according to the following criteria:
1. The qualifications and experience of the individual(s) who will perform the Work.
2. The availability and capacity of the Proposer to perform the services required.
3. The cost of the services offered.
4. The ability to meet the schedule.
XIV. Warranty Period
All Work will be guaranteed by the Contractor for a period of one year from the date the Work
reaches substantial completion, or the date that the utilities are placed in service.
XV. Consent Decree
All Contractors and Subcontractors are hereby notified that the City of Bangor has entered
into a Consent Decree with the United States and the State of Maine. For the purposes of
the Consent Decree, Contractors and Subcontractors are deemed agents of the City. Any
and all Work performed by Contractors and Subcontractors must conform with the terms of
the Consent Decree. Contractors must familiarize themselves with the contents of the
document and must make the document available to all Subcontractors.
