EVALUATOR TO IMPLEMENT A
COMPREHENSIVE OPIOID, STIMULANT, AND
SUBSTANCE ABUSE SITE-BASED PROGRAM (COSSAP)
Dear Proponents,
This addendum is issued to reflect the following immediately. It shall be the responsibility of interested
Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum No. 1. This
documentation shall become permanent and made part of the departmental files.

1. Is worker’s comp and professional liability insurances required under this RFP. If one does not have
employees thus have never been required to purchase worker’s comp insurance, nor been required to
have professional liability insurance especially for any project under 60K; General liability is normally
the only requirement. Will any exceptions be made?
ANSWER: Professional liability insurance is not required as this is not a professional service.
Worker’s Comp insurance would require an explanation to be included within the Transmittal letter as to
why this would need to be waived for your Firm. General Liability Insurance is required.
2. Please clarify the length of this potential contract. The grant is a three-year award, but the RFP states that
the evaluation contract will cover only one year. Will the awarded firm need to submit a new proposal
every year? Or does the county expect to renew the contract annually for the duration of the grant,
assuming they are satisfied with the firm's work?
ANSWER: The grant funding will expire in three years. The Agreement that will be entered between
the County and the selected Firm will be for one year with the option to renew for one year increments,
if the County and the Contractor (selected firm) wish to continue the services. The awarded firm would
not need to resubmit a proposal each year.
Please add this Addendum #1 to the original proposal documents and refer to proposal documents, hereto as
such. This and all subsequent addenda will become part of any resulting contract documents and have effects
as if original issued. All other unaffected sections will have their original interpretation and remain in full
force and effect.
