Guards: (pg. 8)
a. Contract will provide a copy of the background check results for each individual
employee to the Village.
i. If a vendor were to conduct a background clearance on an individual and
share that information with a third-party (Village), would that not violate the
Fair Credit and Reporting Act?
ii. This act protects information collected by agencies and limits their ability to
share this information with third parties. Some clients prefer their PD to
conduct clearances because they would then have access to all clearances
since they processed prints.
The Vendor may conduct the background check and inform the Village if the individuals passed.
Background checks must comply with 105 ILCS 5/10-21.9.
Question: Would the Village be open to reducing the penalty for inability to staff a location after the
third occurrence?
Answer: The Village is sensitive to staffing difficulties which may arise. However unfilled vacancies
have an operational impact on the Village's staff.
Question: To confirm, the Village has allocated 2.0 hours daily for each Crossing Guard and 4.0
hours daily for the Area Supervisor?

o Would this example be accurate:
7 guards x 2.0 hours daily = 14 daily hours for guards
1 supervisor x 4.0 hours daily = 4.0 daily hours for supervisor
18 total billable hours daily to the Village
Answer: Correct.
