The County of Orange, Health Care Agency (hereinafter referred to as “County”) is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for services divided into two related programs: Program 1 - Crisis Stabilization Unit (CSU) at 7800 Marine Way location in Irvine (this is a voluntary program in an unlocked setting) and Program 2 - Psychiatric and Basic Medical Services at 1300 W. Warner Blvd. location in Santa Ana (this is a program for individuals that are on a hold and/or are voluntary and services are provided in a locked setting). The services for the two programs are described in Section 2 - Scope of Work.
The pri mary goal of th e two program s is t o provide crisis stabilization services to clients experiencing acute behavioral health crises that cannot wait until regularly scheduled appointments. CSUs provide outpatient psychiatric stabilization services on a 24/7 basis, client walk-in as well as police drop-off capability, recovery-focused services (including Peer Mentors) that borrow from the best pri nciples for operating crisis stabilization programs -- while adding components, including provision of medical triage with basic laboratory capability similar to basic urgent care centers.
Respondents may submit a proposal for Program 1 (Crisis Stabilization Unit- non designated stie for voluntary clients only) services only, Program 2 (Psychiatric and Basic Medical provided in a locked CSU setting) services only, or both Program 1 and Program 2 services. Respondents must specify the programs responded to in the proposal to and submit a separate response in separate attachments in Section 5, Part 3 for each Program.
County may award a contract to one or more Respondent(s) for each Program. Further, County may award one or both Programs to one Respondent and may award a contract to a Respondent for both or only one of the Programs in Respondent’s proposal. County expects the successful Respondent(s) to provide the services in accordance with the terms and conditions set forth in Attachment A. Model Contract.
