Summary

The Atlantic County Utilities Authority (ACUA) is soliciting proposals from qualified and experienced financial institutions and merchant service providers to furnish Credit Card Processing Services, including—but not limited to—merchant acquiring, payment gateway services, point-of-sale (POS) solutions, online and recurring payment capabilities, EMV-compliant equipment, chargeback management, reporting tools, customer service support, and related financial technology enhancements. This procurement is being conducted as a Competitive Contracting process pursuant to N.J.S.A. 40A:11-4.1 et seq. and N.J.A.C. 5:34-4.1 et seq.

The purpose of this RFP is to secure a contract that delivers efficient, secure, scalable, and cost-effective credit card processing for all designated payment environments used by the ACUA. These environments may include in-person transactions, online portals, mobile applications, utility or fee payments, recurring or automatic billing, and any additional platforms requiring compliant electronic payment acceptance.

Proposers must demonstrate a robust capacity to process high-volume transactions, maintain PCI-DSS (Payment Card Industry Data Security Standard) compliance, support modern security protocols (tokenization, encryption, fraud monitoring), and provide transparent, predictable cost structures that reduce the total cost of payment acceptance for the ACUA.

The Atlantic County Utilities Authority (ACUA) charges fees for disposal services and other related activities provided to both public and private agencies. Customers may pay these fees using cash, credit cards, debit cards, or through established accounts with the Authority. Currently, ACUA accepts credit and debit card payments through two terminals located at the scalehouse for waste disposal transactions. In addition, the Authority processes credit card payments at the Solid Waste Complex for the purchase of carts, eco‑soil products, and other miscellaneous items. The Authority requires that the selected Contractor’s credit card processing solution integrate seamlessly with ACUA’s customer account management system, specifically the WasteWorks system, to ensure accurate posting and reconciliation of payments made at the scalehouse.



Background

The Atlantic County Utilities Authority (ACUA) owns and operates a Solid Waste complex in Egg Harbor Township, Atlantic County, NJ, known as the Howard F. Haneman Environmental Park, and a Wastewater Treatment Facility in Atlantic City, Atlantic County, NJ, known as City Island Treatment Plant.

The Solid Waste facility is home to an active landfill, a recycling center, composting site, and ancillary facilities. Also on site is the ACUA’s primary administration building, constructed in 1992, which features a closed-loop geothermal HVAC system. The site is home to a 5.4 MW landfill methane gas to electricity project which provides 100% of the power needs of the Park. The ACUA’s solid waste complex is located at 6700 Delilah Road, in Egg Harbor Township, New Jersey. The site consists of approximately 360 acres with approximately 102 acres representing the landfill footprint.

The Wastewater Treatment Facility has been in operation since 1978 and services 14 communities in Atlantic County. It is home to the Jersey-Atlantic Wind Farm, a 7.5 MW wind farm that is privately owned and from which the ACUA purchases approximately 12 million kWh per year of electricity. In addition, the facility also houses a 500 kW solar PV system.

The ACUA is responsible to the residents of Atlantic County to be financially prudent and environmentally responsible.
