This is a combined Pre-Solicitation and Solicitation for a Krane Retrofit Kit produced by Measurement Systems International (MSI). This equipment is used in support of Rigging & Crane Operations Material at Norfolk Naval Shipyard (NNSY), Portsmouth, VA.
This requirement will be procured as a brand‑name, sole‑source acquisition from Measurement Systems International (MSI), a Rice Lake Weighing Systems company. As the Original Equipment Manufacturer (OEM), MSI is the only source capable of providing the Krane Retrofit Kit that meet the shipyard’s operational and performance requirements. No third‑party or substitute items will be considered.
This solicitation will result in a Firm‑Fixed‑Price (FFP) award.
Brand‑Name, Sole‑Source Requirement
No substitutes allowed.

Vendors shall submit:

- A Technical Capability Statement (see attachments); and
