Description:
The Western Area Power Administration (WAPA) is seeking sources capable of providing comprehensive, industry-standard electrical fundamentals training for high-voltage electrical utility operations. This training is designed to impart knowledge in electrical theory, application of concepts, use of test equipment, maintenance fundamentals, troubleshooting methodology, safety practices, and other related technical areas for various craft positions. Specific areas of training are detailed in Attachment A-PWS Craft Training, 30 Jun 2025.
Required Capabilities:
Interested vendors should possess the following capabilities:
- Provide current industry-standard electrical fundamentals training relevant to high-voltage electrical utility operations.
- Offer an online/web-based Learning and/or Training Management System (LMS/TMS) for course enrollment, access, and completion tracking.
- Provide related reference textbooks and/or materials (physical or digital) to trainees.
- Administer course testing/examinations and evaluations via online/web-based proctoring.
- Provide Certificates of Completion upon successful course completion.
- Offer detailed reporting functionality, including customizable reports on student status, transcripts, course enrollment/completion, log-in activity, time spent, and training outlines.
- Provide student/trainee management capabilities via the LMS/TMS.
- Meet specific IT requirements, including student/trainee technical support, WAPA program administrator access to the LMS/TMS, timely invoicing, and messaging/notification capabilities.
Information Requested:
Interested vendors are requested to submit the following information:
- Company Profile: Provide your company name, address, point of contact, phone number, email address, website (if applicable), and a brief description of your company's background and experience, along with GSA Contract # if applicable.
- Capabilities Statement: Describe your company's capabilities in providing the training services described above. Include specific examples of relevant experience, certifications, and qualifications.
- LMS/TMS Information: Provide details about your Learning Management System or Training Management System, including its features, functionalities, and technical specifications.
- Training Materials: Describe the types of training materials you provide (e.g., textbooks, e-books, online resources, etc.).
- Past Performance: Provide a list of relevant past performance references, including contract numbers, customer names, and contact information.
- Small Business Status: Indicate your company's small business status (e.g., Small Business, HUBZone, Service-Disabled Veteran-Owned Small Business, etc.).
- Geographic Coverage: Indicate the geographic areas your company can serve (specifically address WAPA's DSW, RMR, SNR, and UGP regions).
