CR 28 (Glens Falls – Fort Edward Road) and CR 27 (Bluebird Road) Pavement Preservation in the Town of Moreau

Saratoga County Route 28 (Fort Edward Rd) runs from its intersection with Saratoga County Route 27 for 0.45 miles to its intersection with the Village of South Glens Falls municipal border in Moreau, Saratoga County, New York. This roadway segment consists of two 10’-6” travel lanes and 3’-0” shoulders. The pavement preservation treatment will restore the functionality of the roadway and extend its service life by performing full depth reconstruction of the deteriorated shoulders and the outside wheel path of the travel lanes. The rest of the roadway will receive a two-course mill and inlay treatment. Existing roadway signage will also be upgraded as part of the project.

Saratoga County Route 27 (Bluebird Rd) runs from its intersection with US Route 9 east for 0.49 miles to its intersection with NYS Route 32 in Moreau, Saratoga County, New York. This roadway consists of two 12’-0” travel lanes and 6’-0” shoulders. The pavement preservation treatment will restore the functionality of the roadway and extend its service life by performing a 2” asphalt overlay, with full depth reconstruction in further deteriorated areas. The roadway will also receive drainage modifications to remediate ponding issues, as well as new pedestrian signals and pushbuttons to enhance pedestrian safety at the intersections of US Route 9 and NYS Route 32.

Notice is hereby given that sealed bids will be received until, 11:00 a.m., Thursday, December 19, 2024, at the
Saratoga County Department of Central Services, 50 West High Street, Ballston Spa, New York, 12020 at which
time bids will be publicly opened and read aloud for CR 28 (Glens Falls – Fort Edward Road) and CR 27
(Bluebird Road) Pavement Preservation in the Town of Moreau covered by specification County Bid Number
24-PWCR28CR27PP-7.
A pre-bid conference will not be held.
Bid documents may be only be obtained from The Empire State Bid System beginning on Thursday, November

Each bidder must deposit with his bid, a bid security in the amount of not less than five percent (5%) of his bid, in
the form and subject to the conditions provided in the Information to Bidders.
Simultaneously with his executed contract, the successful bidder must deliver to the County of Saratoga an executed
performance and completion bond in a form meeting the County's approval, in an amount not less than 100% of the
accepted bid as security for the faithful performance and completion of this contract, and also a separate bond
guaranteeing prompt payment of monies due to all persons supplying the contractors or subcontractors with labor
and materials employed and used in carrying out the contract, and having as surety on the bonds such surety
companies as are approved or acceptable to the County of Saratoga.
Saratoga County, through its Purchasing Department, reserves the right to reject any or all bids. All work shall be
