The Bay County Board of County Commissioners (County) seeks proposals from Design/Build teams for the design and construction of a project to improve the intersection capacity of the intersection of State Road 77 and County Road 389. The work shall be done in accordance with the Bay County Special Provisions shown as Attachment 4 and the Design Criteria Package (DCP) shown as Attachment 5.

The Design/Build Team may be contractor led, to include contractors who do the design in house, design firm led, or a joint venture as long as it is established and registered in accordance with Florida Statutes. If used, the joint venture documents shall be included with the proposal submittal. The prime construction contractor and design firm may only be on one team. Subcontractors may be on multiple teams. If the prime construction contractor for a Design/Build Team is also an asphalt producer, that contractor may also be listed as a material supplier on another team.

The project is a Florida Department of Transportation (FDOT) Transportation Regional Incentive Program (TRIP) (FPID: 441565-1-54-01). It is imperative that Proposers examine and become familiar with the TRIP program established by the FDOT. Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDOT. Proposers will comply with the TRIP State Funded Grant Agreement shown at Attachment 6.

A MANDATORY Pre-Proposal Meeting will be held at 10:00 am (central time) on Wednesday, May 2, 2018 in the Public Works Conference Room, 840 W. 11th Street, Panama City, FL 32401.

SEALED TECHNICAL PROPOSALS for RFP NO: 18-24 CR389 at SR77 Left Turn Lane Addition Design-Build Team will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Thursday, May 31, 2018. Technical Proposals will be publicly opened immediately following the deadline.

SEALED PRICE PROPOSALS will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Thursday, June 7, 2018.

Sealed Price Proposals shall be publicly opened at 2:00 PM (central time) on Thursday, June 14, 2018.

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Friday, May 11, 2018.

Plan Holders List:
By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
The design firm and/or their sub-consultants shall be qualified under Rule Chapter 14-75.003 Florida Administrative Code, in the following types of work: Group 3; Type 3.2 Major Highway Design, Group 7; Type 7.1 Signing, Pavement Marking and Channelization, Type 7.3 Signalization, Group 8; Type 8.2 Design, Right-of-Way and Construction Surveying, Group 9; Type 9.1 Soil Exploration, Type 9.2 Geotechnical Classification Lab Testing and Type 9.3 Highway Materials Testing. County staff shall validate certifications using the Florida Department of Transportation’s Procurement Office web site list of prequalified consultants. If the Design/Build Team proposes to use in-house forces to do surveying or geotechnical exploration, the Team must have the FDOT certification in that specialty.

Engineering firms shall be Florida licensed firms. Engineers shall hold a Florida Professional Engineer’s license. Surveyors shall hold a Professional Land Surveyor’s License.

The prime construction contractor shall be qualified under Rule Chapter 14-22 in the following classes of work: 1) Grading, 2) Drainage, and 3) Flexible Paving; and the Prime Contractor or Subcontractor in the additional work categories: 1) Hot Plant-Mix Bituminous; and Specialty Classes of Work: 1) Grassing, Seeding, and Sodding, 2) Traffic Signals, 3) Pavement Marking,4) Fencing, 5) Intelligent Transportation System, and 6) Roadway Signing.

The construction contractor and all subcontractors shall be licensed general contractors or licensed in their trades, if applicable.

The asphalt plant shall be FDOT certified, have an on-site laboratory and staffed with a QC technician that holds a current FDOT CTQP Plant Level II certification.

The construction contractor shall have a FDOT CTQP qualified Asphalt Paving Level II technician on the roadway at all times while paving and perform all testing sampling with a CTQP Asphalt Paving Level 1 Technician.

Concrete testing shall be done with a FDOT certified Concrete Field Technician Level 1.

Testing laboratories shall meet FDOT Standard Specifications of Road and Bridge Construction 2013, Section 105-6 requirements and provide proof of FDOT qualifications.
