Title: CR 4A Roadway Safety Improvements

The Escambia County Engineering Division requests construction services for roadway safety upgrades for road widening on CR 4A. The project will consist of widening existing 10 ft travel lanes to 11 ft wide lanes with 1’ to 2’ shoulders. The roadway improvements include widening and overlaying the existing lanes. The Contract will include the relocation of mailboxes, and traffic signs reinstalled to County specifications. The guardrails within the project limit will be upgraded to current FDOT standards. The project includes minor drainage modifications to accommodate road widening. It is anticipated that clear zone hazards exist within the project limits and the contractor will consult with County Staff prior to construction. The Contractor will identify and document the conditions and coordinate with the County staff for variances.
CR 4A in Northern Escambia County has experienced significant safety concerns and are related to the existing roadway width. The current roadway is inadequate to accommodate larger vehicles. There have been many documented cases of side swipes, minor damage from lane departures, and collisions. Larger vehicles such as trucks and school buses have experienced the majority of incidents. These incidences make travel on these roads unsafe and uncomfortable to motorists. The Roadway length is 6.66 miles from CR 4 to Hwy 29.
The CR 4A Widening and safety upgrade project limits will be from CR 4, MP 0.00 at CR4 to MP 3.50. The existing lane widths vary from 9’ to 10’ with narrow shoulders. The narrow shoulders are parallel to roadside swales. The swales vary from grassy to concrete lined. Some shoulders slope sharply away from the pavement. Other areas have relatively flat, wide shoulders.
