Bid Opening: Submittals must be received by the City's Procurement and Payables Division prior to 11:00

purchasing representative and read aloud during a public bid opening held at the Tacoma Public Utilities
Administrative Building North, 3628 S. 35th Street, Tacoma, WA 98409, conference room M-1, located on the

Submittals in response to an RFP, RFQ or RFI will be recorded as received. As soon as possible, after 1:00

Pre-Proposal Meeting: A pre-proposal meeting will not be held.
Project Scope: The successful Contractor will supply and plant up to 50,000 pounds of hatchery, adipose
clipped, trout, 1-3 fish per pound, into designated streams, lakes, and reservoirs in Lewis County annually
between March and August beginning in 2027 for the Tacoma Power Cowlitz Hydroelectric Project to meet its
FERC license mitigation obligations.
The trout will be released to areas designated by Tacoma Power that are within 65 road miles (one-way) of
Toledo, Washington. One delivery a week, preferably on Thursdays, will be required unless agreed upon by
both Tacoma Power and the Contractor.
Estimate: $1,070,000 (1-Year + 4 amendments TOTAL)

1. BACKGROUND
The Cowlitz Project (FERC No. 2016) is Tacoma Power's largest electrical generating facility
and is located on the Cowlitz River in Lewis County, Washington. The Project consists of two
dams, Mayfield Dam at river mile (RM) 52 and Mossyrock Dam, upstream at RM 65. In addition
to generating electricity and providing flood control, Tacoma operates three major parks,
manages approximately 14,000 acres of wildlife lands, owns and funds the operation of the
Cowlitz Salmon Hatchery (RM 50) and the Cowlitz Trout Hatchery (RM 42), and operates a
large fish passage program around the dams on the Cowlitz River.
The original license for the Cowlitz Hydro Project included the requirement for two large
hatcheries to be constructed and operated on the lower Cowlitz River by Tacoma Power. The
Cowlitz Salmon Hatchery began operation in 1967, and six miles downstream, the Cowlitz
Trout Hatchery began operation in 1968. Tacoma Power has funded and operated these
hatcheries continuously since they began operation.
The Cowlitz Hydro Project license was renewed for a period of 35 years on July 18, 2003, by
the FERC. Tacoma Power continues to be obligated to implement FERC license orders in an
adaptive manner to protect, mitigate, and enhance the natural resources of the Cowlitz
River system for the term of the new license.
The City of Tacoma, Department of Public Utilities, Light Division (dba Tacoma Power) is
required by the Federal Energy Regulatory Commission (FERC) license for the Cowlitz
Hydroelectric Project (FERC No. 2016) to produce and plant 50,000 pounds of hatchery trout to
designated lakes and streams within 65 road miles (one way) of Toledo, Washington.
Tacoma Power is soliciting Requests for Proposals (RFP) from qualified firms to plant up to
50,000 pounds of hatchery, adiposed clipped, trout into designated streams, lakes, and
reservoirs in Lewis County annually between March and August 2027.

The City anticipates awarding the single Catchable Trout contract, which will include one
delivery a week to a location listed on the attached schedule between the months of March
through August. Submittals submitted and/or the selected Consultant(s) may be used for
projects of similar type and scope at the sole discretion of the City for up to one year.
2. MINIMUM REQUIREMENTS
The contractor's minimum requirements are as follows:
1. Provide fifty thousand (50,000) pounds of hatchery trout, at a size of one (1) to three (3)
fish per pound, available for delivery between March and August, annually, per the
specifications in section 3. Scope of Services and Deliverables.
2. Provide the disease history of your facility and the source of hatchery rainbow trout
broodstock.

3. The facility used for this contract is certified disease-free by WDFW or other acceptable
jurisdictions.
4. Can maintain genetic quality in your broodstock.
3. SCOPE OF SERVICES AND DELIVERABLES
It is the City's intent to select a consultant based on the qualifications and abilities of the firm
and key project individuals. The successful Contractor(s) will supply and plant up to 50,000
pounds of hatchery, adipose clipped, trout, 1-3 fish per pound into designated streams, lakes,
and reservoirs in Lewis County annually between March and August beginning in 2027 in order
for the Tacoma Power Cowlitz Hydroelectric Project to meet their FERC license mitigation
obligations.
The trout will be released to areas designated by Tacoma Power that are within 65 road miles
(one way) of Toledo, Washington. One delivery a week, preferably on Thursdays, will be
required unless agreed upon by both Tacoma Power and Contractor(s).
The contractor will supply and plant hatchery trout that meet or exceed the following requirements:
* The hatchery trout source broodstock will be certified disease-free by the producer and
WDFW, or other applicable jurisdiction.
All disease testing will adhere to the protocols contained and described in the Salmonid
Disease Policy of the Co-Managers of Washington State, revised July 2006.

* The contractor will make the trout available for planting per the dates, numbers, fish per
pound (Fpp), and pounds shown in Table 1.
* The contractor will deliver and plant the trout per industry standards to lakes, stream,
and reservoirs in Lewis, Cowlitz, and Clark Counties as directed by Tacoma Power.
* The Contractor will make the trout available for planting at one (1) to three (3) fish to the
pound as specified by Tacoma Power.
* The contractor will have proven experience rearing and hauling hatchery trout.
* The contractor shall have the ability to provide replacement fish that will meet the
requirements as contained in this specification, if the hatchery trout are lost or deemed
unacceptable for delivery.
* The contractor shall have the ability to provide hatchery trout that meet all of the above
requirements during the term of any contract as a result of this RFP.

Key Measures of Success will include the following:
* Meeting the scheduled deliveries provided in Table 1.
* The fish released will be in good to excellent condition. Periodic QA/QC inspections will
occur throughout the release season at rearing facilities and during releases.
* All of the fish will be adipose clipped and disease-free at release.

1. A weekly release of adipose clipped and disease-free rainbow trout following the
schedule and locations provided by Tacoma Power between March and the end of
August, starting in 2027.
2. On a monthly basis, the Contractor must provide the Project Manager with a brief update
on the condition of the hatchery trout stock. This report will include an inventory, growth
information, general condition, and the results of any disease evaluations or diagnostics.
3. On a weekly basis, the Contractor must provide the Project Manager a report including:
1) Date the fish were release for the that week, 2) Location that the fish were reared, 3)
Location of the release, 4) Average size of the fish released (fpp), 5) Number of fish
planted, 6) Short statement on how the release went, anything out of the ordinary
happen, anglers or observers present at the release, etc.
4. CONTRACT TERM
The contract will be for a one-year period with the option to renew the contract for up to three
additional one-year terms. The City reserves the right to cancel the contract for any reason, by
written notice, as stipulated in the contract.
5. CALENDAR OF EVENTS
This is a tentative schedule only and may be altered at the sole discretion of the City.
Contract may be issued after Public Utility Board and/or City Council approval.

The City is not liable for any costs incurred by the Respondent for the preparation of materials
or a submittal submitted in response to this RFP, for conducting any presentations to the City, or
any other activities related to responding to this RFP, or to any subsequent requirements of the
contract negotiation process.
