The Contractor will conduct a needs assessment on plastic leakage from products covered under the Recycling Modernization Act. This work will entail assessing the location and quantity of plastic leaked into Oregons environment through littering and other sources of origin across all products, identifying the proportion of that leakage resulting from covered products, assigning direct and indirect damage costs to that leakage, and assessing the economic and environmental impacts of various possible solutions to address it. The research is to be accomplished primarily through desktop modeling, with possible, limited primary research to fill gaps.
