ADVERTISEMENT FOR 26-009 COVE CREEK DRIVE AND SPRING STREET SEWER MAIN
REPLACEMENT
1. Sealed Prices: Sealed Bids for construction of the project entitled Cove Creek Drive and Spring Street
Sewer Main Replacement will be received until Thursday, June 4, 2026 at 2:00 PM at the City
Manager's Office, 5410 Pine Street, Flowery Branch, GA 30542, at which time and place they will be
publicly opened and read. No Bid may be withdrawn after the closing time for the receipt of Bids for a
period of sixty (60) days.
2. Work To Be Done: The Work to be completed for the Cove Creek Drive and Spring Street Sewer Main
Replacement is described briefly as follows:
This project consists of removal and replacement of existing 8-inch sewer mains along Cove Creek Drive
and Spring Street, installation of new ductile iron sewer mains, manholes, and associated appurtenances,
and abandonment of select existing lines. The project also involves bypass pumping, pipe penetrations, an
aerial crossing over an existing creek, and reconnection of services. Surface restoration includes asphalt
milling and overlay, sidewalk and guardrail replacement, and site cleanup. Work is to be completed with
traffic control, erosion control, and all necessary mobilization.
3. Plans, Specifications and Contract Documents: Complete digital specifications and contract documents are

number 10183129 on the website's project search page. The fee to download the digital documents is $200
(non-refundable) payable through the website. A Contractor's bid will not be considered by the
Owner unless the Contractor is on record with Quest/ESG Engineering as having purchased and

4. Contractor License: Any Contractor submitting a Bid must have an active Utility Contractor's license
issued by the State of Georgia.
5. Funding: This project will be locally funded.
6. Reservation of Rights: Owner reserves the right to reject any or all Bids, including without limitation, the
rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the
Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award
to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful
financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
