The Panama City Beach Convention and Visitors Bureau (CVB) is seeking bids from licensed contractors to construct the new Western Region Resiliency Center/Sabre Center Project Phase I located at 48 Chip Seal Parkway, Panama City Beach, FL, Parcel #27536-003-000. The CVB will manage the project along with Anchor CEI, Inc. (ANCHOR) and LOSE Design (LOSE). Project shall be constructed in accordance with LOSE Design’s civil construction drawings. This project will be completed in Phases with the first phase consisting of civil improvements to the site. The project is being funded by the Panama City Beach Convention and Visitors Bureau (CVB).

Contractors shall be a Florida licensed Underground Utility Contractor General Contractor. Sub- Contractors shall be Florida licensed in their trade where applicable. Copies of all applicable Florida State licenses shall be included within bid response.

Bids may be deemed nonresponsive if not accompanied by proof of State of Florida Contractor’s License.

A MANDATORY Pre-Bid Meeting will be held at 2:00 p.m. (CDT), Thursday, October 30, 2025 at the Publix Sports Park located at 50 Chip Seal Pkwy, Panama City Beach, FL 32407.

SEALED  BIDS  for  ITB  NO:  CVB25-01  WESTERN  REGION  RESILIENCY CENTER/SABRE CENTER PROJECT PHASE I will be received by the PANAMA CITY BEACH CONVENTION AND VISITORS BUREAU located at 17001 Panama City Beach Pkwy, Panama City Beach, FL 32413 up until 3:00 pm (CST) Monday, November 17, 2025.  Bids  will  be  publicly  opened  immediately  following  the  deadline.  ANY  BID RECEIVED  AFTER  THE  SPECIFIED  TIME  WILL  NOT  BE  CONSIDERED.
