Section 1 - Background, Authority, and Purpose
The Mississippi State Department of Health (MSDH) seeks a qualified vendor to provide statewide courier
services for the safe, timely, and secure transport of laboratory supplies, clinical specimens, drinking water
samples, environmental samples, and other designated materials between all MSDH sites and the Mississippi
Public Health Laboratory (MPHL), located within and including the MSDH Central Complex at 570 East Woodrow
Wilson Dr. Jackson, MS 39216 and the MSDH Pharmacy at 3156 Lawson Street Jackson, MS 39213.

Section 3 - Scope of Work
4.1 Scope of Services To Be Performed:
Mississippi State Department of Health
Statewide Courier Services – Scope of Services
1. Purpose
The Mississippi State Department of Health (MSDH) seeks a qualified vendor to provide statewide courier services
for the safe, timely, and secure transport of laboratory supplies, clinical specimens, drinking water samples,
environmental samples, and other designated materials between all MSDH sites and the Mississippi Public Health
Laboratory (MPHL), located within and including the MSDH Central Complex at 570 East Woodrow Wilson
Dr. Jackson, MS 39216 and the MSDH Pharmacy at 3156 Lawson Street Jackson, MS 39213.
2. Service Requirements
A. Routine Courier Services
Specimen Pickup: Collect specimens from each MSDH county clinic, regional office, and designated field site
Monday–Friday after normal business hours (8:00 AM – 5:00 PM).
Specimen Delivery to MPHL: Deliver to MPHL (MSDH Central Complex, Jackson) Tuesday–Saturday by 7:30 AM.
Specimens must be delivered within 16 to 24 hours of pickup.
Empty Container Pickup at MPHL: Collect and return specimen containers/shippers from MPHL to MSDH sites
Monday–Friday between 11:00 AM and 3:00 PM.
Site Coverage: Services must include all MSDH county clinics, regional offices, and special program locations listed
in Appendix A, including Crossroads Clinic, Hinds County TB Clinic, all MSDH Central Complex programs, and the
MSDH Pharmacy.
B. STAT Services
Immediate, same-day pickup and direct delivery between designated MSDH sites (including MPHL, MSDH
Pharmacy, MSDH Central Complex program offices) with no intermediate stops. Response time must be within 2
hours of the request. Must follow MPHL’s authorized requester list for STAT activation.
C. Specialized Services
As requested by MPHL, MSDH Pharmacy, or MSDH Central Complex program offices, make additional trips to
retrieve missed or unavailable specimens within a specified timeframe.
3. Transport Conditions
Maintain controlled environment of 59°F–80.6°F (15°C–27°C) during transport. Prevent exposure to extreme
temperatures or unconditioned vehicle spaces. Secure specimens to prevent shifting, vibration damage, or spills.
Provide hazard spill kits in each courier vehicle with usage instructions.
4. Communication & Coordination
Maintain 24/7 dispatch availability with up-to-date contact information. Immediately report issues to MPHL MSDH
Pharmacy, or MSDH Central Complex dispatch via telephone while in transit. Maintain confidentiality and integrity
of specimen information.
5. Chain of Custody & Documentation
Vendor staff must sign delivery logs at the MPHL accessioning area after placing specimens on designated carts via
the Thompson Facility delivery dock at the MSDH Central Complex and at the MSDH Pharmacy. Vendor staff must
also sign pickup logs at the MSDH clinic, MSDH Pharmacy, and Central Complex locations to verify retrieval of all
items.
6. Performance Standards
All services must adhere to agreed schedules, routes, and environmental controls. Vendor will coordinate with
MSDH’s designated courier coordinator to address operational concerns.

Including MSDH Central Complex, the Mississippi Public Health Laboratory (MPHL), and the MSDH Pharmacy
Vendor must provide courier services to all listed sites on the schedule outlined in Section 2 of the Scope of Services.
