REQUEST FOR QUALIFICATIONS
ON-CALL AIRPORT CONSULTING SERVICES
2026-2031 - RFQ No. AIR-26-01 AND RFQ No. AIR-26-02
The Ventura County Department of Airports is issuing two Requests for Qualifications
(RFQs) for on-call professional consulting services for Camarillo Airport (CMA) and Oxnard
Airport (OXR):
RFQ No. AIR-26-01
On-Call Airport Engineering, Design, and Architectural (A/E) Consulting Services
(2026-2031)
RFQ No. AIR-26-02
On-Call Airport Planning and Environmental Consulting Services (2026-2031)
The RFQs are available through the Ventura County Bonfire procurement portal:
https://ventura.bonfirehub.com
Statements of Qualifications (SOQs) must be submitted electronically through Bonfire no
later than 3:00 PM on June 17, 2026.
All questions regarding the RFQs shall be submitted through the Bonfire portal no later than
June 10, 2026. Responses to questions will be issued through Bonfire addendum to all
registered plan holders.
Per FAA Advisory Circular 150/5100-14E, Aviation Planning Services and
Architectural/Engineering Services are separate consultant categories. Firms may submit
qualifications for one or both RFQs.
The County of Ventura Department of Airports (County), owner and operator of Camarillo
Airport (CMA) and Oxnard Airport (OXR), invites Statements of Qualifications (SOQs) from
qualified professional consulting firms for the following on-call consulting services.
Selected firms will be awarded on-call contracts for a period of five (5) years.

On-Call Airport Engineering, Design, and Architectural Consulting Services
Services may include airport pavement design and rehabilitation, airfield electrical and
lighting systems, drainage design, terminal and facility architecture, construction

administration, Airport Layout Plan (ALP) updates, feasibility studies, and related
architectural and engineering services for FAA-funded and locally funded airport projects.
RFQ No. AIR-26-02
On-Call Airport Planning and Environmental Consulting Services
Services may include airport master planning, Airport Layout Plan (ALP) updates, NEPA
environmental documentation, Part 150 noise compatibility studies, AIP grant
administration support, and related airport planning and environmental consulting
services.
Consultant selection will be conducted using Qualifications-Based Selection (QBS)
procedures in accordance with the Brooks Act (40 U.S.C. 1101-1104), FAA Advisory
Circular 150/5100-14E, and 2 CFR 200.317-200.326. Selection will be based solely on
qualifications and related experience. Fee proposals shall not be submitted with the SOQ
and will not be considered during the selection process.
The County intends to select up to five (5) firms per RFQ. Firms may submit qualifications
for one or both solicitations. Projects may be funded through FAA Airport Improvement
Program (AIP) grants, Caltrans Division of Aeronautics grants, or local airport revenues.
All SOQs must be submitted electronically through the Ventura County Bonfire
procurement portal at ventura.bonfirehub.com by the deadline stated in the RFQ
documents. All addenda and o(cid:431)icial communications will be posted exclusively through
Bonfire.
Projects funded with FAA AIP grants may be subject to Disadvantaged Business Enterprise
(DBE) participation requirements pursuant to 49 CFR Part 26. DBE goals will be established
on a project-by-project basis.
The County encourages participation from small, minority-owned, woman-owned, and
disadvantaged business enterprises.

The County reserves the right to reject any or all SOQs, waive minor irregularities, or cancel
this solicitation at any time.
