This Request for Proposal (the “RFP”) is an invitation by the County of Grande Prairie (“the
County”) to prospective proponents to submit proposals for the Supply, Delivery, installation,
commissioning, testing, and warranty of a boiler replacement system, as further described
in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

Located in northwestern Alberta, on Treaty 8 Territory and in the Metis Nation of Alberta Zone 6, the County of Grande Prairie is home to a mix of urban and rural communities and immense opportunities. The natural resource-rich area serves as home to a diverse economic base that includes forestry, energy, agriculture, construction, and manufacturing, as well as tourism, hospitality, and retail. It also offers a playground for locals and visitors, with an abundance of indoor and outdoor recreation and cultural activities to suit any age.

To contact the County in relation to this RFP, proponents must initiate the communication
electronically through the bidding system. The County will not accept any proponent’s
communications by any other means, except as specifically stated in this RFP.

Bid Security

Consent of Surety
Each Proposal must include a digitally issued Consent of Surety from a surety company
authorized to conduct business in the Province of Alberta.

The Consent of Surety shall confirm the surety's willingness to provide, upon award
(a) a Performance Bond in the amount of fifty percent (50%) of the Contract Price; and
(b) a Labour and Material Payment Bond in the amount of fifty percent (50%) of the Contract
Price.

The digital Consent of Surety must be uploaded in accordance with the instructions in the
bidding system and must be capable of independent electronic verification by the County.
Failure to provide a valid Consent of Surety may result in the Proposal being deemed noncompliant.

For information regarding digital bonds, proponents are encouraged to contact their surety
company and refer to the e-bonding information available through the Surety Association of
Canada.

Information Session Details

A mandatory site visit will be held for all prospective proponents.
Date: August 24, 2026
Time: 1:30 p.m. (Mountain Time)
Location: County of Grande Prairie Administration Building, 10001 - 84 Avenue, Clairmont, AB

Attendance by at least one representative of the proponent is mandatory. Proponents who do not attend the site visit will be deemed non-compliant and their submission may not be considered.

The purpose of the site visit is to allow proponents to familiarize themselves with existing site
conditions and project constraints, including but not limited to:
• Mechanical room access limitations;
• Stairwell and doorway clearance restrictions;
• Existing equipment removal and replacement challenges;
• Existing mechanical, electrical, venting, and piping configurations;
• Material handling and staging requirements; and
• Other site conditions that may impact the Work.
