The City of Houston Public Works Department is seeking proposals from qualified vendors for contract support to conduct a comprehensive Cost-of-Service Study (CoSS) for all public and private permitting operations within the Houston Permitting Center (HPC). The study will evaluate plan review, inspections, permitting services, and code enforcement to develop a data-driven framework for fee alignment, cost recovery, and operational efficiency. The agreement will be for an initial two (2) year term with three (3) additional one-year renewal options, allowing for a maximum total contract term of five (5) years.
