Corridor Study and Conceptual Design

The City of Bloomington is seeking a consultant to develop a Corridor Study and Conceptual Design for the 4.1-mile Kinser Pike, Madison Street, and Rogers Street corridor from the 45/46 Bypass to Country Club Road. This Study will align with the City's Comprehensive Plan, Transportation Plan, and Safe Streets and Roads for All Safety Action Plan, advancing the City's goal of eliminating fatal and serious injury crashes on local roadways by 2039.

The project will consist of two main phases:

Phase One: Corridor Analysis – Consultants will gather data through public engagement and analysis to identify issues and goals for the corridor. This phase will include quantitative data (e.g., traffic counts, crash data) and qualitative data (e.g., interviews, surveys, public input). The data will inform a traffic simulation and analysis of potential infrastructure improvements. Public presentations will share findings before moving to the next phase.

Phase Two: Conceptual Design – Using the goals developed in Phase One, consultants will design a feasible, implementable conceptual redesign. This will include multiple design alternatives and detailed cross-sections for each corridor block. The design will be reviewed through robust public engagement and analysis, including community feedback and visual tools like virtual reality and cross-sections. Consultants will propose a design that emphasizes safety and multimodal transportation options. Public presentations will be made to the City's steering committee, boards, and commissions.

The project is expected to take approximately 10 months. A strong emphasis on public engagement, including virtual and in-person options, is critical. The Study's goal is to create a design that improves safety, prioritizes non-automotive modes, and fosters equitable access, while addressing the community's broader goals from the Comprehensive Plan.

The final deliverables will include a conceptual design, public engagement summary, traffic analysis, and an implementation strategy with cost estimates for both short-term and long-term improvements. The City encourages submissions from minority-owned businesses, women-owned businesses, small business enterprises, and local firms.
