The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason being Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, Roche Diagnostics Corporation., located at 9115 Hague Rd, Indianapolis, IN 46256:

The supplies to be acquired are fingerstick glucometer point of care instruments to test glucose levels of veteran patients on a cost per vial basis. VISN 19 will be purchasing vials (with 50 test strips in each vial) wherein one strip equals one test and the purchase of the vials include pricing for the usage of the glucometer instruments from Roche Diagnostics Corporation. Service components to be acquired from Roche Diagnostics Corporation are the annual license fees for the usage of the Remote Automated Laboratory System (RALS) middleware which is software that transfers and maintains data between the glucometer instruments and the VA VISTA database.
The existing systems at participating VISN 19 facilities in Eastern Oklahoma VA Health Care System, Oklahoma City VA Health Care System and Rocky Mountain Regional VA Medical Center are ROCHE fingerstick glucometer compatible instruments and software. If VISN 19 facilities were to switch to a different brand of glucometers and compatible software/platform, the change would require a minimum of six months of training in multiple departments throughout the medical center. The laboratory is not the only department that uses fingerstick glucometers. The switch would also require a change to all support instruments/equipment such as charging bases, database and software compatibilities in multiple departments in the medical centers. The Roche fingerstick glucometers are compatible with all VA systems, software, database and support instruments, eliminating duplicative administrative and financial costs that would accrue from switching to a different platform.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 5; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 9:00 AM Mountain Standard Time, Friday, January 3rd, 2025. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
